Finance and Administration Officer

CHS - Center for Human Services

The Center for Human Services (CHS) is hiring a Finance and Administration Officer for Maputo.

Duties
  • The Finance and Administration Officer will oversee and manage administrative, logistical and financial management for project in accordance with USAID, CHS and Mozambican policies and procedures. The position will require close collaboration with CHS home office to ensure regular communication, adequate and timely responses given, and ensure sufficient support is provided for technical staff and activities
  • Work with the Chief of Party (COP) to ensure efficient functioning of administrative and financial processes and maintain adequate internal control
  • Develop and maintain personnel and operational manuals, financial and accounting procedures for the project that are compliant with CHS policies and procedures and Mozambican laws, policies, and customary labor practices
  • Develop and manage budgets for project components and activities, in conjunction with COP and CHS headquarters office staff
  • Develop procedures in coordination with COP, Regional Director, and with CHS headquarters staff to ensure that cash needs for forthcoming activities are addressed in a timely manner consistent with federal cash management requirements
  • Communicate regularly and often with other key technical personnel and local staff to ensure smooth administrative and financial processes are upheld
  • Responsible for management of local sub-contracts
  • Assist COP in all logistical coordination and procurement matters
  • Manage procurement and inventory procedures, in accordance with USAID policies and regulations
  • Ensure company’s and project’s adherence to the laws of Mozambique, including maintaining the Branch Office’s legal status, monitoring dates for accreditation renewals, and obtaining necessary work permission for foreign employees
  • Provide support to business development and proposal preparation, including budgets and budget narratives
  • Contribute to the general well-being of the office including assisting with other duties during times of a high-volume of work and carrying out general tasks and courtesies that affect all workers in the office
  • Carry out other duties as determined appropriate by the Chief of Party, or senior management of CHS and URC
Requisites
  • Bachelor’s Degree or higher in Business Administration, Finance, Accounting, or other relevant field
  • At least 3 years of experience in administrative and financial management of international projects including experience in management of USAID funded projects and a track record in developing and managing large budgets
  • Familiarity with USAID procurement regulations USG Federal Acquisition Regulations (FAR) is preferred
  • Native speaker of Portuguese, and proficient level of verbal and written English
  • Ability to work effectively and thrive in a matrix management setting in a fast-paced environment
  • Strong time management and organizational skills
  • Demonstrated ability to work well independently and in teams
  • Track record of being able to produce work in a timely manner with flexibility when necessary to adapt to changing work conditions
  • Ability and willingness to travel domestically occasionally
  • Must be eligible to work in Mozambique
