The U.S. Mission Mozambique is recruiting a Policy Advisor, to be based in Maputo.
Duties
- Provides policy background and analysis in support of the USAID/IHO portfolio
- Play a lead role in the development of a variety of documents resulting in official agreements between the USG and GoRM
- Plays a lead role in analyzing Public Financial Management Risk Assessment Framework (PFMRAF) reports commissioned by USAID to develop risk mitigation matrices as the basis for direct agreements
- Able to liaise directly with other donor counterparts on issues of public financial management and fiduciary risk
Requisites
- Master Degree in law, social science, or any other related field
- Five or more years of relevant professional experience within an international context in policy development and implementation
- Good knowledge of international, and host-government social policies, and documentation and reporting requirements sufficient to make recommendations changing, interpreting, or expanding the social policy framework to support and implement IHO programs/projects/activities
- Ability to interact with individuals from different backgrounds, cultures, and/or professional status, including GoRM officials, and NGO/PVO representatives
- Demonstrated record of effective, collegial team-working relationships, and the ability to reach consensus with a wide range of individuals/organizations in the host-country setting
- Excellent written and oral English and Portuguese language communications skills (candidates without strong Portuguese written and oral capability may be considered if they have exceptional skills in Spanish or Italian)
- Policy and/or legal training and familiarity with concepts and practices of development assistance programs – sufficient to evaluate current and new approaches to difficult problems
- Knowledge specific, or related, to development assistance programs in Mozambique
