Adam Smith is recruiting a Vice Team Leader, TVET Project, to be based in Maputo.
Duties
- Support Team Leader in leadership on the definition and implementation of the programme’s overall strategy
- Leadership of some technical aspects of the programme and potential technical management of one of the programme’s three components (depending on the successful applicant’s skillset): 1. Establishing and managing the S4E Employment Fund for non-state TVET, entrepreneurship training and ‘wrap around’ employment services, 2. Establishing a National Association of Non-State TVET Providers, 3. Technical Assistance to the Government of Mozambique (incl. Ministries of Education and Labour; TVET governing bodies: INEFP, COREP, CIREP, ANEP, DNET
- Ministry of Science, Technology, Higher, Technical and Professional Education)
- Reporting on overall progress to the Strategic Review Panel and contributing to reporting requirements for DFID and the Government of Mozambique
- Stakeholder management and liaison with the Government of Mozambique
- Management and leadership of some staff depending on the successful candidate’s skillset
- Leadership of implementation of activities and responsibility for some cross-cutting functions, depending on the successful candidate’s skillset (e.g. risk management, communications, results management)
Requisites
- At least 10 years’ experience of implementing skills/TVET-focused development projects
- Excellent leadership and management skills
- Experience working with DFID or other major donors
- Written and spoken fluency in Portuguese and English
- Strong understanding of the context and political economy of Mozambique
- Postgraduate Degree in relevant field
- Technical expertise relevant to at least one of the programme components:
- Component 1: Challenge fund management; knowledge of high-end technical education, second chance and life skills training, entrepreneurial training, wrap around employment services, placements/internships/apprenticeships, microenterprise business support, and labour market information systems; capacity building for TVET providers; partnership brokering; ability to apply market systems development (M4P) approach
- Component 2: Establishment and management of associations; Knowledge of advocacy/lobbying, communications, commercialization of training products and services, and research fund management; strong familiarity with non-state TVET providers in Mozambique
- Component 3: Capacity building of government in TVET system management, including: labour market information systems, TVET financing, incorporating gender focus into skills development, developing and implementing wrap around employment services, brokering and sustaining education/industry linkages, regulation and quality assurance of non-state training providers
