Chemonics is recruiting a ESMS Manager, to be based in Maputo, Mozambique.
Duties
- The ESMS Manager will be responsible for supporting the Ministry of Health / CMAM to develop and deploy ESMS, an electronic logistics information management information system (LMIS) for health facilities that interfaces with other relevant logistics management information systems in Mozambique.
- Principal Duties and Responsibilities (Essential Functions)
- Lead the GHSC-PSM ESMS Team
- Manage the design, development, testing and implementation of logistic information systems (ESMS)
- Prepare general and technical requirements for ESMS system rollout, including reporting, technical, operational, security, performance, regulatory, and training considerations
- Develop and manage an Implementation Master Plan including GHSC-PSM, MOH, and project partners; and monitor, evaluate, and report progress of ESMS implementation
- Develop technical specifications for ESMS system improvements with specific focused on technology fit with operational environment, scalability, user appropriateness, reporting, security, performance, regulatory compliance, training functions, operational costs, and other areas
- Complete or manage short-term technical assessments of ESMS infrastructure, including but not limited to an analysis of the technical and operational interoperability with other logistic / health information systems (specifically Ferramental Central, SIMAM and DHIS II), and an analysis of functional gaps of current systems, hardware and software; and determine options for rollout of the system
- Actively support communications and relationship management with the software supplier / developer, relevant MoH entities (Provinces, Districts, HF), and USAID
- Develop messaging and positioning, demonstrations, presentations and other information disseminating tools in support of ESMS solution
- Support analysis HF data periodically and present findings and recommendations to MOH / CMAM
- Liaise with hosting provide to ensure that ESMS system available 24/7, backup procedures, data integrity and network security etc
- Manage development and implementation of health system training plans, develop troubleshooting guides and job aids as needed
- Manage development of technical manuals, guidelines and standard operating procedures, lessons learned and other project directed documentation for health system strengthening
- Other duties as required by the Director of Information Systems and M&E
Requisites
- Bachelor’s degree in an information technology or relevant field required
- At least 5 years of relevant work experience. Skilled in leading and managing IT teams
- Demonstrated experience for designing, managing, and implementing donor-funded MIS programs in developing countries or low-resource settings
- Experience working on a USAID or donor-funded project required
- Experience with CMAM supply chain and CMAM LMIS
- Fluency in Portuguese and advanced English is required
- Ability to work with cooperating partners and vendors in implementing complex programs
- Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skillsDemonstrated leadership, versatility, and integrity
- Demonstrated ability to communicate clearly and concisely both orally and in writing
- Relevant information technology certifications, as well as, project management
- The ESMS Manager will report directly to the Director of Information Systems and M&E
