Chemonics is recruiting a OpenLMIS Advisor, to be based in Maputo, Mozambique.
Description
- The overall goal of GHSC-PSM is to procure and provide health commodities for all USAID health programs, including but not limited to, HIV/AIDS, Malaria, Family Planning, and Maternal & Child Health, as well as provide systems strengthening technical assistance to improve supply chain management and commodity security in Mozambique
- The OpenLMIS Advisor will be responsible for supporting the Ministry of Health/CMAM to develop and deploy OpenLMIS in coordination with SIGLUS and SIMAM Managers
Duties
- Lead the GHSC-PSM Mozambique OpenLMIS activities
- Provide continued support for the eLMISs based on OpenLMIS technology and serve as the main point of contact communicating with the Global OpenLMIS community
- Regularly attend the OpenLMIS Product Committee calls
- Actively participate in the OpenLMIS Product Google Group
- In coordination with SIGLUS and SIMAM Managers document new feature and report feature requests and product ideas in the form of user stories
- Facilitate the collaborative development of user requirements, including business process mapping, developing use cases, and translating program needs into functional requirements
- Provide support for SIGLUS and SIMAM managers in documentation and tracking bugs/issues, software releases for existing LMIS, and support for implementing changes
- In coordination with SIGLUS and SIMAM Managers, prepare general and technical requirements for SIGLUS and SIMAM systems including reporting, technical, operational, security, performance and regulatory
- Develop technical specifications for OpenLMIS system improvements with specific focused on technology fit with operational environment, scalability, user appropriateness, reporting, security, performance, regulatory compliance, training functions, operational costs, and other areas
- Complete or manage short-term technical assessments of OpenLMIS infrastructure, including but not limited to an analysis of the technical and operational interoperability with other logistic/health information systems (specifically Ferramenta Central, SIMAM and DHIS II), and an analysis of functional gaps of current systems, hardware and software, and determine options for rollout of the system
- Actively support communications and relationship management with the software supplier/developer, relevant MoH/CMAM entities, and USAID
- In coordination with SIGLUS and SIMAM Managers, develop technical manuals
- Other duties as required by the Director of Information Systems and M&E
Requisites
- Bachelor’s Degree in an Information Technology or relevant field required
- Minimum of 5 years of relevant work experience designing and coordinating large-scale MIS programs required, Skilled in leading and managing IT projects
- Relevant experience specifically related to logistics information management systems and web-based systems strongly preferred
- Extremely strong Computer Science fundamentals and analytical abilities,
deep knowledge of object-oriented programming languages such as Java, C# or C ++ and architectures, such as microservices, SOA and distributed systems
- Demonstrated experience for designing, managing, and implementing donor-funded MIS programs in developing countries or low-resource settings
- Experience working on an USAID or donor-funded project preferred
- Experience with CMAM supply chain and CMAM LMIS preferred
- Experience with OpenLMIS or similar Open Source software
- Relevant information technology certifications, as well as, project management
- Ability to work with cooperating partners and vendors in implementing complex programs
- Excellent interpersonal, written, and oral communications skills, proven diplomatic and public relations skills
- Demonstrated leadership, versatility, and integrity
- Fluency in Portuguese and advanced English is required
