- Position Summary: The Finance Manager will be responsible for overseeing all the financial and accounting support functions of the project. He/she will be responsible for preparing all financial reports efficiently and in accordance with generally accepted accounting principles (GAAP), local government regulations, Winrock policies and procedures, and donor requirements and ensuring that procedures and policies of USAID for procurement of goods and services are followed. The Finance Manager will be responsible for the management of junior accountants in field locations and coordination with Winrock headquarters accounting staff
Duties
- Serve as the principal advisor who is ultimately responsible to the Operations and Grants Manager on all matters relating to project finances. This will include but is not limited to all areas of finance and accounting
- Provide administrative and compliance support to the PPP/innovation manager
- Ensure project accounts are maintained in accordance with Winrock and USAID policy and procedures
- Ensure project expenditures are in accordance with the approved budget, project contract, and USAID policies
- Ensure correct coding of expenses, and file supporting documents
- Train and mentor project accountants and local sub-grantees to understand and meet Winrock and USAID policies and procedures
- Ensure project budgets and reports are submitted in a timely fashion as required by USAID and WI HQ
- Understand all financial sections of contracting agreement with donor to ensure financial terms are reasonable, practical, do not contradict USAID policies and procedures and are in USAID favor when possible
- Oversee all programmatic financial transactions and monitor monthly financial performance
- Provide detailed analysis of costs, budgets, contracts, and funding agency requirements as needed
- Coordinate all financial aspects of the project including monthly transaction reports, invoices, quarterly accruals and financial reports to meet deliverables
- Prepare financial information and interpret results to promote stewardship and manage risks
- Supervise and mentor accounting staff
- Perform other related duties as assigned
Requisites
- Bachelor’s Degree or higher in Business Administration, Finance, Accounting, or another related field required. CPA is preferred
- Minimum 5 years of relevant experience in administrative and financial management of large scale, complex international development contracts, and developing and managing large budgets
- Familiarity with the Fund Accounting System and good auditing skills
- Experience working for institutional and developmental programs, including work experience with USG/USAID-funded projects/programs, desirable
- Demonstrated understanding of Generally Accepted Accounting Principles (GAAP), including compliance and reporting
- Relevant IT applications, demonstrated expertise and excellent track record in management, finance, accounting, and office operations
- Proven experience in supervision and management of staff
- Proficiency in MS office, particularly excel, and expertise in QuickBooks
- Excellent communication and interpersonal skills
- Ability to work as a team
- Proficiency in written and spoken Portuguese; English is an asset
