DAI is recruiting a Grants Manager, to be based in Maputo, Mozambique.
Duties
- The Grants Manager is responsible for the development, management and implementation of SPEED+ grant activities
- S/he will ensure the project’s grants program complies with USAID rules and grants-under-contract regulations, as well as DAI’s Grants Manual and other related policies and procedures
- Work closely with Portfolio Managers to design the SPEED+ grants program and select appropriate grant instruments to best support work plan activities
- Draft and issue Annual Program Statements (APS) and Request for Applications (RFAs), as needed
- Conduct evaluation process for grant applications to include the initial screening, formation of the selection committee, and cost analysis
- Conduct pre-award responsibility determinations
- In coordination with Portfolio Manager, participate in fine tuning grant applications to ensure activities meet program objectives
- Negotiate grant terms and budgets with prospective grantees
- Prepare grant agreement for signature by the Chief of Party and ensure all associated documentation has been prepared
- Monitor grantee performance closely to ensure that deliverables, milestones, and expectations are met and are of high quality
- Provide financial oversight for all grant activities
- Ensure that accrued grant liabilities are accurately tracked and payments are processed on a timely basis
- Prepare grant-related correspondence
- Work closely with the Monitoring and Evaluation Manager to make sure grantee work and successes are accurately captured in the program’s regular reporting (monthly, quarterly, annual, newsletters)
- Formally close-out each grant in accordance with instructions outlined in the SPEED+ Grants Manual
- Update SPEED+ Grants Manual, as needed
- Maintain hard- and soft-copy grant files
- Provide ad hoc support to technical components in the areas of procurement, logistics and event planning/coordination related to program-wide activity implementation, as needed
- Other tasks consistent with the above position description as assigned by the Director of Finance and Operations
Requisites
- B.A. Degree in Accounting, Finance, Business Administration or equivalent is preferred
- Three to five years of experience in related role required. Progressive experience in grants at the mid-level of an organization is preferred
- Experience implementing grants for USAID projects, required
- Knowledge of the U.S. Federal Acquisition Regulations (FAR), USAID Acquisition Regulations (AIDAR), and USAID Automated Directives System (ADS) is required
- Demonstrated strong problem solving skills; provides sound business judgement and contractual oversight
- Excellent organizational skills with a willingness to take initiative and be proactive in designing a grants program
- Proficiency using Microsoft Office suite, and other relevant software
- Must have English and Portuguese language proficiency, verbal and written
