Description
  • The USAID Feed the Future Mozambique Agricultural Innovations (FTF Inova) program was executed by DAI and USAID on February 22, 2017. The five-year, $20.9 million project, funded by USAID, will work to increase equitable, pro-poor agricultural growth by linking private and public actors to design, pilot and adopt innovations that can strengthen the competitiveness of the agricultural sector. FTF Inova takes a flexible, portfolio-based approach to identify business innovation opportunities that can benefit smallholder farmers and women, and then use technical assistance and project funds to buy down risk to support companies test these innovations
  • Overview: The Nampula Monitoring & Evaluation Specialist (MES) will be part of a team of experts in charge of measuring the impact of project activities. The MES will lead the formulation of intervention results chains and measurement plans, as well as data collection to measure performance and impact. To achieve these tasks, the MES will manage and be supported by a number of short-term consultants. He or she will be supported by the program’s Maputo-based M&E Manager and Chief of Party. The MES will be working as part of the MEL team to promote a culture of learning and adaptation in FTF Inova, promptly gathering evidence and feeding analysis into the strategic and implementation decision making process
  • Supervisor: The M&E Specialist - Nampula will report to the Maputo-based M&E Manager and Chief of Party
Duties
  • Contribute to the development of the vision and strategy of each project intervention
  • Contribute to the development and update of the project’s overall behavior and market system change and measurement plans by market functions
  • Lead the development of measurement plans for each Deal Notes with Portfolio Managers and intervention partners
  • Support the M&E Manager and the Chief of Party to assess the implementation of specific project activities, testing intervention hypotheses and identifying areas for improvement
  • Review and monitor the implementation of partnerships with intervention partners (e.g., private sector, government, NGOs) to understand whether expected results are delivered
  • Contribute to the development of intervention concept notes
  • Support the Portfolio Managers in defining, drafting, and negotiating Deal Notes with intervention partners, including due diligence
  • Support the Portfolio Managers in establishing strong relationships with intervention partners
  • Lead the systematic collection of information and evidence on the project’s impact under guidance
  • Conduct regular data analysis and knowledge gathering aiming at supporting the adaptive management
  • Lead the preparation of field inputs into the quarterly and annual reports as required by the program
  • Contribute to establishing a team culture grounded in collaboration, openness, and learning
Requisites
  • Master’s degree or at least 5 years of work after BSc, in an agriculture, economics or a business-related field
  • Demonstrated experience measuring impact and results, either in a donor-funded, government or private-sector project
  • Demonstrated analytical skills are essential, using both quantitative as well as qualitative data
  • Demonstrated writing skills in both Portuguese and English
  • Fluency in both Portuguese and English
