Feed the Future Value Chain is recruiting a Procurement Manager (m/f), to be based in Maputo, Mozambique.
Duties
General Acquisition & Procurement
- Ensure adherence to policies, approved requisitions, and quarterly procurement plans
- Help non-procurement staff understand the requirements for submitting accurate and thorough requisitions, cost estimates, statements of work, and other technical specifications
- Determine source selection methods for complex procurements to ensure compliance
- Assist project staff in coordinating meetings, facilitating discussions, and developing briefings in support of the source selection process
- Serve as a non-voting chairperson on evaluation committees in accordance with DAI policies/procedures and thresholds
- Identify and qualify potential suppliers (and products/services) through market research efforts, and ensure that beneficial, ethical and open supplier relationships are created and maintained according to procurement policies
- Ensure the maintenance of a compliant procurement file system
- Work closely with various Home Office support staff
- Carry out other duties and responsibilities as directed
Procurement Management Systems
- Enforce the use of DAI’s operations & procurement system (TAMIS), and other procurement-related systems
- Ensure accuracy of all electronic procurement records and files across various DAI system platforms
- Ensure that all requisitions provide adequate, detailed specifications to enable proper procurement of the good or service requested, and provide training to all staff on how to properly submit requisitions
- Train staff on the use of DAI’s procurement systems as necessary
Policies & Procedures
- Work with the Finance and Administration Director to ensure integrity, fairness, accuracy, and openness in procurement processes
- Work with the Finance and Administration Director to ensure DAI/USAID and FAR policies, and procedures are followed and enforced
- Familiarize and help staff understand DAI policies and procedures as related to procurement by conducting trainings and/or utilizing other methods as necessary
Reporting
- Develop acquisition planning reports and present these reports to Senior Management on a quarterly basis at a minimum (more often as required)
- Provide weekly updates on the status of various procurement processes, dependencies, and needs to ensure timely delivery of goods and services
Audit
- Verify that back-up documentation for procurement are complete and accurate prior to submission to the project’s Finance Team
- Perform regular spot audits of procurement files to ensure completeness, accuracy, and compliance
- Assist with and collaborate on external and internal audits as necessary
Supervision
- Supervise and provide support to the Procurement Officer
Requisites
- Bachelor’s degree in Business Administration or related field
- 5+ years of relevant experience and progressive responsibility in procurement at the mid-level of an organization
- Experience leading and managing the procurement and acquisition aspects of USAID-funded projects (a minimum of 3 years’ experience working in a procurement role for USAID-funded projects preferred)
Proven understanding of applicable USG procurement-related regulations such as the Federal Acquisition Regulation (FAR)
- Accuracy in working with large amounts of data
- Ability to respond effectively to time sensitive demands & inquiries
- Demonstrated strong problem solving skills as well as exceptional customer relations (both internally & externally)
- Sound business judgment and contractual oversight
- Excellent organizational skills with a willingness to take the initiative and be proactive in the procurement process
- Ability to manage and prioritize multiple concurrent bids
- Excellent communications and personnel management skills and the ability to relate to people at all levels of an organization and of different multi-cultural backgrounds
- Proficiency using Microsoft office suite, and other relevant software
- Fluency in English and Portuguese (verbal and written) is required
