DAI is recruiting a Program Development Officer (m/f), to be based in Pemba, Mozambique.
Description
  • DAI is an international consulting firm headquartered in the United States with branch offices in Mozambique. DAI is accepting applications from candidates for Program Development Officer Positions to be based in Pemba, Mozambique
  • The Program Development Officer will report to the Senior Program Manager, and work closely with the program’s Grants Officers, Procurement Officers, and Monitoring, Evaluation, and Learning Officers. This is a local hire position and applicants must have the legal right to work in Mozambique
Duties
  • The Program Development Officer will:
  • Advise USAID/OTI and the Chief of Party on the evolution of the local political, legal, and economic situation in Mozambique
  • Critically assess the evolving country situation to identify needs and creatively design programs to respond to urgent needs
  • Proactively identify grant opportunities and reactively respond to grant ideas from USAID/OTI; then fully develop grant ideas
  • With the Grants Officers, Procurement Officers, and local partners, develop budgets and activity timelines
  • In consultation with the potential partner as well as with the Chief of Party, develop a monitoring and evaluation process for each grant
  • Collect information and data on the programmatic and implementation progress of each grant, draft evaluations of completed grants for input to the activity database
  • Provide updates and analysis of key developments in targeted thematic areas (e.g. research and analysis, community cohesion, etc.)
  • Identify needs and opportunities and provide relevant information to facilitate the Chief of Party’s ability to develop activity ideas
  • Develop and maintain relationships with organizations/actors in key target sectors (e.g. local NGOs, media, etc.)
  • Meet with partner organizations and attend local grant activities
  • Analyze activity impact, including conducting final evaluations in collaboration with M&E staff
  • Travel to remote areas and work independently to monitor activities, as required
  • Other duties as assigned by the Chief of Party and Senior Program Manager that are consistent with the overall focus of the assignment
Requisites
  • University degree in Project Management, Social Sciences, Political Science, Business Administration, or related field
  • Minimum three years of professional experience in a related field
  • Relevant experience in a related role working in/with government, in/with civil society or non-profit organizations, in/with international organizations and/or in/with social impact/private sector work required
  • Experience with USAID programming preferred. Additional training in specific processes and procedures will be provided
  • Demonstrated knowledge of the context and development of Cabo Delgado, including the development of violent extremism
  • Critical thinking and analytical skills required
  • Strong computer skills (MS Office suite) required
  • Experience with grants or small grants-under-contract programs preferred
  • Networks in Palma and Mocímboa da Praia Districts preferred
  • Professional proficiency in Portuguese and English required. Proficiency in at least one of the local languages of Cabo Delgado such as Mwani, Makua and Makonde is strongly preferred
