Chemonics is recruiting a TB Medicines System Strengthening Advisor (m/f), to be based in Maputo, Mozambique.
Description
  • The Global Health Supply Chain – Procurement and Supply Management Project (GHSC-PSM) is a USAID funded program implemented by Chemonics International Inc. The overall goal of GHSC-PSM is to procure and provide health commodities for all USAID health programs, including but not limited to, HIV/AIDS, Malaria, Family Planning, and Maternal & Child Health, as well as provide systems strengthening technical assistance to improve supply chain management and commodity security in Mozambique. The GHSC-PSM will support TB medicines management transition from the MOH TB Program to CMAM
  • Overall responsibilities: The TB Medicines System Strengthening Advisor will work closely with Ministry of Health Central Medical Stores - CMAM, MOH TB Program and other relevant directorates to support forecasting and distribution of health commodities related with TB program, and provide technical support and assist with the TB medicines management transition from the MOH TB Program to CMAM (Central Medical Stores)
Duties
  • Provide technical support and assist with the TB medicines management transition from the MOH TB Program to CMAM (Central Medical Stores) by:
  • Support CMAM and the TB program implementing the pilot and proof of concepts for the re-designed system
  • Assist to review the pilot outcomes and support the updating of the SOP manuals
  • In coordination with the GHSC-PSM and CMAM MIS teams, contribute to integrate the data collection forms, and the algorithms to calculate the replenishments for the Central to Provincial, Provincial to Health Facility level, into CMAM electronic systems (FC, SIMAM, SIGLUS)
  • In coordination with MOH TB Program and CMAM to develop the training curriculum/materials for ToT and health facility personnel training and provide the training support
  • Assist with the system implementation and follow up with Provinces and Health Facilities
  • Support the periodic quantification and supply planning process by:
  • Working closely with the quantification team manager, MISAU staff and Quantification Technical Working Group supporting MOH TB Program and CMAM to develop forecasts of consumption and supply plans for TB related commodities
  • Ensuring TB commodities Technical Working Group (TWG) meetings are held according to plan, or at least, every quarter
  • Support the data collection processes, assemble programmatic data inputs, collect, aggregate and analyze product consumption and inventory data, interpret data, select modeling techniques, build consensus with stakeholders regarding which assumptions to apply and in adjusting final model estimates, with specific reference to program scale up projections and enrolment targets
  • Use appropriate tools to produce evidence-based forecasts and consumptions estimates for TB commodities with the TWG including regular review of forecast accuracy
  • Document the key assumptions, methodologies and outputs for the quantification exercise and disseminating them to key stakeholders
  • Support developing quarterly supply plans, by calculating the order requirement based on the in-country stock status, program capacity, funding availability and reviewing the current orders
  • Support TWG developing and reviewing the TB commodities products gap analysis
  • Support the TB Program and CMAM team developing the periodic distribution plan to all direct clients by assisting the staff to:
  • Ensure the requisition process into FC data and validation to have reference to programmatic scale up projections and targets (TPT)
  • Using the existing LMIS data to estimate the ideal replenishing order quantities for replenishing orders based in the available stocks, using the equity and rational mechanisms for those commodities not in full supply
  • Ensure that orders are sent to the warehouses; the products are correctly picked and packed for each client
  • Ensure the orders are delivered on time to clients, coordinating with warehousing and transportation team
  • Ensure the orders are correctly received by clients and data is inputted into client’s system FC , Macs, SIMAM, SIGLUS
  • Work closely with the MIS teams to support the implementation and operation of LMIS systems, including the SIGLUS, to improve TB commodities data visibility from the health facility to central level:
  • Support the CMAM planning team maintaining the TB products mater files
  • Support ensuring the TB commodities coding and naming are harmonized and standardized across the LMIS tools
  • Support the MIS teams maintaining the TB data collection forms updated
  • Support the TB program and CMAM develop and use an Early Warning Mechanism to detect and act on any supply chain risks, maintaining availability and access for TB or TPT commodities
  • Identify training needs and organize and conduct training activities by developing and implementing training materials, tools and technical documents (i.e. standard operating procedures) for TB commodities management
  • Represent GHSC-PSM at meetings, trainings and workshops
  • Produce routine and ad-hoc reports for GHSC-PSM as required
  • Contribute to the annual GHSC-PSM work planning and budgeting process including contributions to the M&E and PMP plans
  • Support baseline or periodic assessments, surveys and evaluation
  • Undertake other reasonable tasks as assigned by PSM to strengthen TB logistics
Requisites
  • Pharmaceutical sciences or health sciences degree, public health and supply chain experience is preferred At least 5 years of experience in medicines and health commodities logistics systems
  • Experience in TB or ART dispensing models and provincial warehouse management an added advantage
  • Knowledge in electronic logistics management systems is preferred
  • Proven writing, editing and presenting skills are essential
  • Experience working on a USAID or donor-funded project is required
  • Fluency in Portuguese and English
  • Substantial expertise’s in MS Excel
  • Training and reporting skills are indispensable

  • TB drugs System Strengthening Advisor covers the transition of TB medicines management to CMAM and does not tackle the management of TB Laboratory platforms and reagents by the TB Program and DCL
