CNFA is recruiting a Director of Finance and Administration – Mozambique (m/f), to be based in Maputo, Mozambique.
Description
- CNFA is currently seeking qualified candidates for the position of Director of Finance & Administration for a USAID-funded Feed the Future Markets Systems Activity in Mozambique. This Activity will facilitate the development of a competitive agricultural market system that is inclusive, resilient, and sustainable in the provision of goods and services demanded by actors. The approach for this activity will help identify and minimize the root causes of market failure for barriers that disadvantage and exclude the vulnerable, women and youth. This Activity will also create incentives for market actors to invest in developing and sustaining productive relationships for the efficient delivery of goods and services and an improved enabling and regulatory environment for agricultural sector growth. This Activity provides USAID the opportunity to target solutions such as: build an inclusive and responsive financial system for rural individuals and SMEs; address the inefficiencies in the inputs distribution system; establish strong and transparent relationships between actors; among others
Duties
- Oversees staff responsible for financial and administrative operations, human resources, procurement, and grants
- Analyzes financial forecasting and reporting and makes recommendations for required adjustments to senior staff
- Oversees financial and administrative functions for all partners, staff, and vendors, guiding mentoring staff and providing training to facilitate compliance with USAID regulations, National and Local laws, and CNFA rules and procedures
- Provide sound financial and administrative oversight to the project
- Supervise finance and administrative teams, including accounting, procurement, and other admin functions, as assigned
- Develop, manage, and monitor project budgets
- Prepare monthly and quarterly financial reports in coordination with senior project staff
- Ensure that project operations follow all USAID and CNFA policies and procedures
- Create, maintain, and implement financial reporting, tracking systems and controlling procedures
- Oversee processing of approvals for procurements, consultant agreements, and vendor invoices
- Support the development, execution, and management of subcontractor and consultant agreements
- Perform other duties as required
Requisites
- Seven (7) years of experience implementing financial and operational management of USAID- or other donor-funded projects of similar size and scope
- Demonstrated experience in the application of competitive procurement and grants processes
- Master’s Degree in finance, business administration, or a related field, or a bachelor’s degree with four additional years of relevant technical experience
- Professional written and spoken fluency in English and Portuguese is required
