UNFPA is recruiting a Senior Maternal Child Health Nurse, SB3 (m/f), to be based in Pemba, Mozambique.
Description
  • In March and April 2019, Sofala and Cabo Delgado provinces were hit by cyclones Idai and Kenneth, respectively, which left several people in need of humanitarian assistance. On top of this already complex emergency situation, Sofala and Cabo Delgado provinces have also been experiencing a significant deterioration of the humanitarian situation, due to escalating violence and attacks perpetrated by non-state armed groups on civilians. The armed conflict in Cabo Delgado has caused more than 2,000 deaths and about 650,000 internally displaced people. Both natural disasters and insecurity have led to an alarming deterioration of basic services with seriously negative impacts on the human rights and protection of the affected people, especially the most vulnerable (women’ and girls, children, the elderly, persons living with disabilities and persons with HIV/AIDS)
  • In the most affected areas in both Provinces, health centers, health center infrastructures, supplies and human resources have been weakened and greatly decreasing the capacity of health care workers to provide quality services, including sexual and reproductive health and maternal and child health care. The Government and Humanitarian partners, including UNFPA are working together to respond the humanitarian needs in both provinces and support ensuring continuity and availability of these services amid the natural disasters, conflict and Covid-19 pandemic
  • The Maternal and Child Health Nurse will provide technical support and guidance for the provision of comprehensive Maternal and Child Health services in the Health Centers of the affected areas of Sofala and Cabo Delgado Provinces. S/he reports directly to the Provincial Sub-Office Coordinators and under the overall guidance of the Sexual and Reproductive Health Team Leader
  • Job Purpose: In an environment where the UNFPA Country Office needs to be agile and flexible to quickly transition between development-humanitarian-development interventions, the Maternal and Child Health Nurse will play a vital role in ensuring continuity of provision of quality MCH services in both provinces. The Maternal and Child Health Nurse will oversee the implementation of MCH related activities in the communities, including the deployment of integrated SRH mobile brigades and community outreach services. S/he will build close relationships with government stakeholders, communicating regularly to ensure capacity building on relevant Reproductive Health topics and provision of technical assistance through partnership with Provincial Health Directorate (DPS) and Provincial Health Services (SPS). S/he will also monitor the availability of commodities at different levels of the supply chain system in the Province
  • The Maternal and Child Health Nurse will collaborate actively in the Province inter-agency Sexual and Reproductive (SRH) humanitarian working group, ensuring that maternal and child health needs in emergency settings are fully integrated in Provinces documents and interventions. She will safeguard the timely planning, monitoring and execution of SRH/HIV prevention programmes/projects, in collaboration with implementing partners, and monitor the programme's progress and performance as per approved timelines, budgets and responsibilities of implementing partners, using appropriate monitoring and measuring mechanisms and tools
Duties
  • The Maternal and Child Health Nurses will be based in Pemba, and under the supervision of the Field Office Coordinator and the SRH team Leader will be responsible for:
  • Facilitating tailor made and on the job training to local MCH nurses on EmONC
  • Train local health workers (maternity and MCH nurses) on integration of MCH care into SRH services
  • Providing on the job training for health workers aiming to improve skills, competences and knowledge on SRH, using mentorship approach
  • Developing and implementing capacity building opportunities for activists, midwives and nurses in the field
  • Supporting DPS warehouses and Health Centers in Cabo Delgado and Sofala Provinces to ensure proper forecast, storage, use and management of essential medicines and other commodities and avoid stock-outs
  • Support the SRH sub-working groups, reporting to the Health Working Group
  • Organizing maternity wards in Health Centers and Hospitals to provide model services
  • Introducing strategies for implementing safe delivery
  • Ensuring integration of family planning in various consultations
  • Supervising and providing technical support to maternal and child health districts supervisors
  • Monitoring integrated mobile brigades
  • Guarantying quality of service provision for EmONC in the peripheral health centers
  • Participating in discussions of maternal deaths committees at the provincial level
  • Ensure timely planning, monitoring and execution of SRH/GBV/HIV prevention programmes/projects, in collaboration with implementing partners
  • Monitor the programme's progress and performance as per approved timelines, budgets and responsibilities of implementing partners, using appropriate monitoring and measuring mechanisms and tools
  • Participate actively in relevant Joint UN Teams, Joint Programmes and other relevant technical working groups to ensure alignment of UNFPA programmes with all stakeholders, and contribute to all relevant joint programmes/activities among the UN agencies
  • Monitor the availability of commodities (contraceptives, RH medicines and medical equipment) at different level of the supply chain system
  • Other: When appropriate, undertakes other job-related duties assigned by the supervisor or the SRH Team Leader
Requisites
  • Bachelor in Health or Midwifery Nursing, particularly on Maternal and Child Health
  • Five years of professional experience in the field of MCH
  • Solid experience in Emergency, Obstetric and Neonatal Care (EmONC)
  • Solid experience in integration of MCH services
  • Proven experience in training health staff
  • Track record on working with and/for the National Health System
  • Knowledge on the situation of women and girls in natural disasters and conflict context, including Internal Displaced People
  • Experience in preparing plans and reports
  • Practical experience in designing and delivering training packages
  • Experience using office software packages and web-based management systems
  • Familiarity with UNFPA humanitarian/development programming and operations, and about UN common programming principles including human-rights based approach, gender equality and capacity development
  • Capacity to collaborate with a wide range of partners
  • Strong communication, networking and organizational skills
  • Excellent oral and written communications skills in Portuguese and reasonable knowledge of English
  • Proficiency in the latest office software applications, including management of information system(s)
  • IT Ability to familiarize with ERP (Atlas), SPSS, PeopleSoft, or other web-based integrated system
