WSUP is recruiting a Water Community Development Officer (m/f), to be based in Maputo, Mozambique.
Description
  • The Water Community Development Officer Water (CDO Water) is responsible to make the link between the community and project partners (Community Based Organizations (CBOs): FIPAG/AdeM and CMM) in projects related to the improvement of water access and service provision in Low Income Communities (LICs) in peri-urban areas of Maputo. The CDO Water is responsible to implement planned activities under the “Increase access to Water” project, ensuring the participation of all local level concerned stakeholders
  • The Community Development Officer (CDO Water) is responsible for ensuring the participation of all stakeholders in the community to identify and analyze critical issues related to Water access and water service provision. S/he will be responsible for ensuring the implementation of quality programme interventions focusing on Water. The CDO Water will provide support to the community programme for effective implementation. S/he will also maintain coordination and liaison with all stakeholders involved
  • In addition, the postholder will provide full support to other project activities in which s/he will be asked to get involved and at all times, adhere to WSUP’s core values and WSUP’s policies on Child Protection, Health & Safety, and Business Ethics and lead on these by example

Duties
  • Building capacity of Community Based Organizations (CBOs) to address water facility issues and needs in LICs
  • Assist in developing a Community Action Plan (CAP) to improve Water conditions:
  • Participate in trainings for CBOs related to water service provision
  • Support in assessing the performance of CBOs
  • Provide contributions and guidance to CBOs and people in the community to assess water needs
  • Monitor project activities implemented by CBOs and support CBOs to improve their performance
  • Attend monthly CBO Meeting:
  • Organize effective CBO meetings
  • Identify problems found in the community related to water and report them to AdeM
  • Assist CBOs in managing agenda related to LICs programmes
  • Attend CBO and community meetings
  • Assist in capacity development:
  • Monitor CBO activities
  • Make routine visits to observe the progress of the programs and report to the CDS
  • Assist in Selection and Implementation of Infrastructure activities
  • Scheme selection:
  • Selection and Implementation of WASH Infrastructure activities in LICs: o Assist in conducting the baseline assessment in terms of technical and social aspects
  • Assist in obtaining no objection certificates from concerned departments/persons against each scheme
  • Assist in the selection of the location for the project implementation
  • Conduct ‘pre-measurement’ and ‘environmental assessment’:
  • Assist the Water Lead in the conduction of “pre-measurement” and “environmental assessment”
  • Formation and training of Infrastructure Implementation Committee (IIC):
  • Initiate to form IIC, make agreements and arrange training for the IIC in consultation with the Water Lead
  • Observe progress of activities:
  • Pay routine visits to observe progress of activities and provide feedback to the IIC
  • Mobilize CBOs, Community people and Users to be more responsive to the Water needs of the Urban Poor
  • Assist in organizing day events at the community level:
  • Assist the CBOs in organizing/observing different day events (World Water Day, Global Handwashing Day and
  • World Toilet Day) at community level
  • Participate in door-to-door visits for mobilization on sustainable use of water, promotion of water connections and hygiene promotion activities in the community and in schools
  • Information Management and Coordination
  • Data collection:
  • Collect monthly basic data to complete the prescribed formats
  • Progress Monitoring
  • Submit the monthly progress monitoring sheet to Project Officer Water
  • Attend relevant staff meetings
Requisites
  • Evidence that applicants meet the essential criteria will be assessed by the following methods: Application (A) Interview (I), Test (T), as indicated below:
  • High school diploma or equivalent (A)
  • Experience of working with low-income communities (A, I)
  • Experience in urban Water programmes (A, I)
  • A good understanding of urban Water project activities- organizing training, orientation at local level (A, I)
  • Basic knowledge of monitoring progress activities (I)
  • Understanding of safeguarding risks relating to work in the water sector and communities (I)
  • Ability to mobilize communities (I)
  • Patient, creative, self-driven with a good sense of humour (I)
  • Speak the predominant local language of the city where one is applying for (Maputo - Changana or Ronga) (A, I)
  • Other: Passionate about WSUP’s aims and ethos (A, I)
