  • Program Description:TechnoServe Mozambique is working with Sida to implement a four-year, Women IN Business (WIN) program (2019-2022). WIN has an ambitious goal of empowering women across Mozambique by making sustainable improvements to their participation in the market place. WIN’s activities focus on sectors with high potential for women, such as distribution systems, financial services and agriculture. WIN uses a market systems development approach (“MSD”) to support the growth and efficiency of women in business. WIN will work with partners across the public and private sector to invest in changes that benefit women. For example, increasing the involvement and power of women to buy and sell in the market, improving the quality of goods and services to women, and advocating to change the rules and norms that determine how women engage in business
  • WIN is staffed with a small, energetic team who want to transform the lives of women in Mozambique
  • The Partnership and Contracts Analyst will support the program team to create and manage agreements with WIN’s partners – primarily private sector companies who receive funding from the WIN program to help subsidize their own investments in new initiatives. The Partnership and Contracts Analyst will help to make WIN’s partnerships successful in two ways. First, by ensuring quality regular reporting that can help the program to adapt and respond to market realities. Second, by ensuring good compliance with TechnoServe and Sida standards, which helps the program maintain integrity
Duties
  • Draft all necessary Partnership Agreements, contracts, MOUs and other legally binding documents for the program, in full compliance of internal and donor standards
  • Develop and disseminate requests for proposals when necessary, manage the process of collecting proposals, ensuring efficient and compliant service acquisition by the project and its partners
  • Provide training and advisory to partners to help them meet WIN standards for executing and reporting against their agreements with WIN. Including helping WIN partners to prepare procurement plans and preparing expense reports
  • Support purchases and consultants for interventions/beneficiaries with adequate documentation
  • Track and follow up with partners to ensure that all partner reports are submitted within agreed milestones and timelines
  • Support fund disbursement to partners, collecting necessary evidence and information from partners and working with TechnoServe finance team
  • Liaise with TechnoServe regional and headquarters staff on all matters related to agreements, contracts and MOUs
  • Act as Secretariat in internal decision-making and donor meetings (scheduling and minutes)
  • Represent the program in audits and evaluations
  • Participate in WIN quarterly reviews, regular meetings and brainstorming sessions to help generate new ideas and guide the program towards success
  • Manage team filing of reports and legal documentation
  • Oversee the program Grants and Finance Manual - update as and when necessary
  • Advise the rest of the program team relating to partnership management and reporting
Requisites
  • Relevant academic education in relation to Law, Economics, Business Management, Finance and Accounting or related fields
  • Bachelor with 3 years’ experience, or Master with 1 years’ experience working in the private sector or business-oriented organization in management consulting, finance, audit or related fields
  • Experience in generating and/or overseeing reports meeting specific criteria
  • Experience in drafting, managing or overseeing contracts preferred
  • Knowledge and experience in Market Systems Development (MSD) is an advantage
  • Fluent in Portuguese and English, including written English
  • Understanding of legal/contractual clauses; ability to read and opine on legal issues
  • Extremely well-organized. Excellent task management skills
  • Commitment to advancing gender equality
