Adra Mozambique is recruiting a Finance & Compliance Director (m/f), to be based in Zambezia and Nampula, Mozambique.

  • ADRA is seeking for a Finance and Compliance Director for an anticipated BHA (USAID) funded project focused on resiliency in Mozambique. The project aims to increase resilience of smallholder farmers and rural households in selected districts of Zambezia and Nampula provinces. The Finance and Compliance Director will provide support to the Chief of Party (COP) to ensure efficient management of the operational aspects of the project, as well as overall compliance with contractual requirements, policies, USAID regulations, and local law. He/she will be responsible for the overall management of finance, procurement and personnel, facilities and property, and policies and procedures. He/she will supervise a number of other positions such as: the Grants Manager, Accountant, Procurement Officer, and the Regional Human Resources and Operations Manager
Duties
  • Maintenance of Project’s accounting records and implementation of financial control systems in accordance with generally accepted accounting principles. Ensure that all documentation is adequate and complete
  • All Project’s banking requirements including: movement of funds, fund requests to donors, exchange of currency, separation of accounts, opening and closing of accounts, regular reconciliation of accounts, and maintenance of banking records.
  • Preparation of all financial reports as required for local program management, ADRA institutions, donors, and government bodies
  • Implementation of a comprehensive fixed asset and inventory control system, including consumables. Including identification system for all capital assets, maintenance of fixed asset ledger, and routine monitoring of inventory reconciliations for expendables
  • Process disbursement of funds for authorized project expenditures. Ensure that all Project’s expenditures of funds conform to: ADRA and donor regulations, budget limits, use or purpose originally intended
  • Regular review and examination of financial statements, bank and journal vouchers
  • Work closely with Auditors and Finance team to ensure a high standard of compliance with all donor policies
  • Manage and record Project’s contracts and agreements signed on behalf of the Agency. Ensure the compliance to donor regulations, and budgetary constraints
  • Oversee Project’s HR Management. This includes:
  • Coordination of the implementation of the Policies and procedures, Labor laws and donor’s requirement related to HR Management and Staffing
  • Officially represent ADRA- in all Project’s financial communication with the Senior Management, donors and constituents. Negotiate with the donor and constituents with regard to financial issues
  • Be participative and active in a mentoring role to enhance the financial management potential of all senior management of the process. Building financial capacity with the senior management team
  • Analyses monthly financial reports submitted by the field to ensure timely submission, spending within acceptable levels, and sound financial management
  • Conduct monthly verification of financial statements ensuring that income reported by the implementing partner is reconciled with ADRA/I reports
  • Reviews and submits financial reports to prime donor as indicated in the sub recipient agreements when applicable
  • Provides assistance in conforming to financial standards and regulations, responding to audit findings, and institutes corrective actions as necessary to comply with required standards for the grants assigned to his/her portfolio
  • Receives reviews and facilitate processing requests for funds, payments, and other such financial transactions
  • Participates in ongoing professional development through continuing education courses, seminars and workshops, technical reading, and attendance at professional meetings, with specific emphasis on areas relating to their agreed-upon unit responsibilities
  • Completes other duties as assigned
Requisites
  • BA/BS in Accounting, Finance or related field required
  • Minimum of 8 years in accounting or finance functions with progressive responsibility in finance and accounting, office administration, staff management, project operations at the mid-level of an organization
  • Experience in international not-for-profit environment
  • Administrative and/or program implementation experience
  • Knowledge of U.S. Government Funded awards and contract regulations and compliance requirements with a minimum 5 years’ experience leading and managing the financial aspects of USAID projects, including a demonstrated understanding of applicable finance-related USG contracting regulations
  • Computer proficiency in Microsoft Office products or equivalent and experience and proven experience handling large amounts of data
  • Demonstrated ability to communicate effectively both verbally and in writing in English and Portuguese
  • Ability to train and work with a finance team to achieve desired results
  • Preferred:
  • Experience in budgeting and costing of proposals
  • Experience in writing policies and procedures
  • Experience working in Mozambique
  • Knowledge and experience in working with Sunplus Accounting system
