UNFPA is recruiting an ICT Associate, GS7 (m/f), to be based in Maputo, Mozambique.
Description
- The ICT Associate is located in the Maputo Office and reports to the International Operations Manager, under the overall guidance of the Representative. The ICT Associate is responsible for overseeing implementation of ICT policies and standards, and provision of ICT technical support services to the Country Office (CO)
- The ICT Associate implements the organization's policies and standards in the field of Information and Communication Technologies (ICT), provides “Help Desk” technical and administrative support to the various teams in the Country Office, manages the ICT equipment and networks, ensures the development of application and databases for the efficient management of the program and operations, ensures effective training of staff in the use of office automation software and databases, and provides support to CO’s knowledge management activities. Duties
Implementation of ICT strategies and Development and management of systems
- Ensure compliance with corporate information management and technology standards, guidelines and procedures for the CO technology environment
- Develop internal policies and procedures on the use of IT, and support elaboration of CO’s business processes mapping and internal Standard Operating Procedures in consultation with Management Team
- Develop computer-based systems, applications and software for improved office efficiency through conversion of routine business processes into web-based systems
- Develop user-friendly manuals for the new software and systems developed
- Create/maintain CO website and intranet ensuring that the content is updated and meets the requirements of UNFPA standards
- Update and improve existing software in compliance with office standards and requirements
- Develop and update the IT Annual Work Plan
- Provide support to the use of Atlas (UNFPA’s implementation of Enterprise Resource Planning) functionality for improved business results and improved client services
Effective network administration, Help Desk support and IT Security
- Trouble-shoot network problems and monitor network activities
- Respond to user needs and questions regarding network access
- Ensure backup and restoration procedures for local drives
- Maintain backup logs
- Monitor the file server traffic, usage and performance on a frequent and regular basis
- Organize and ensure off-site storage of backups per corporate requirements and frequency
- Perform specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs
- Assist in the installation of commercial and in-house developed software and related upgrades
- Assist in upgrading patch and anti-virus programmes on a timely basis
- Support users in backing up and restoring their files, as well as in virus detection, removal and prevention
- Manage outsourcing, advise on IT-related contracts, monitor vendor performance, recommend necessary action to management on satisfactory completion of work and deliverables
- Ensure that desktop, laptop and server passwords and related policies are in line with established corporate standards
- Develop and implement the ICT disaster recovery plan and the CO Business Continuity Plan, document the process and set of procedures to recover and protect the Country Office (CO) IT infrastructure in the event of a disaster or temporary office shutdown. Do tests and update the plan as needed
- Ensure that unauthorized software is not loaded onto computers
Administrative Support
- Maintain an up-to-date inventory of ICT related software and hardware. Work with the asset focal person to ensure that ATLAS records for ICT equipment are accurate
- Establish and maintain Country Office databases e.g. e-filing, electronic library directory, consultancy database, and database for common vendors; orient and coach staff on these databases/systems
- Maintain a library of ICT related reference materials
- Maintain the inventory and stock of ICT related supplies and spare parts
- Extract data from various sources
- Research and retrieve data from internal and external sources; preparation of statistical charts, tables and reports as required
- Provide ICT support to key events
Knowledge building and knowledge sharing:
- Participate and assist in the organization of training for the CO staff on ICT issues
- Contribute to knowledge networks (e.g. Docushare) and communities of practice
- Ensure UNFPA’s issues and concerns are represented in interagency working groups
- Participates actively in the UN inter agencies ICT Working Group
Requisites
- Completed Secondary Level Education required
- University degree in Computer Science, information technology or other similar discipline highly desirable
- Relevant certifications in hardware, software and network management and application required, including
- Microsoft Certified Professional (MCP), Cisco Certified Network Associate/Professional (CCNA/CCNP), and/or others
- 7 years of relevant working experience, including network administration, support to management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications
- Good knowledge of PC/LAN operating systems, Microsoft Windows, corporate ICT security and viral protection systems, ERP
- Ability to perform a variety of standard specialized and non-specialized tasks and work processes that are fully documented, researched, recorded and reported
- Ability to review a variety of data, identify and adjust discrepancies, identify and resolve operational problems
- Experience in client support, such as, Help Desk or User Support
- Ability to provide input to business processes re-engineering, elaboration and implementation of new systems
- Ability to write clearly and concisely
- Fluency in English and Portuguese is required
