Adra Mozambique is recruiting a Finance Coordinator (m/f), to be based in Maputo, Mozambique.
Description
  • The Adventist Development and Relief Agency is a global humanitarian organization of the Seventh-day Adventist Church that demonstrates God’s love and compassion. ADRA works with people in poverty and distress to create just and positive change through empowering partnerships and responsible action
  • ADRA in partnership with Peace Parks Foundation (Prime Organization) has been awarded a five-year contract by the Blue Action Fund which is titled: Ecosystem-based Adaptation to Climate Change – Conserving and Building Resilience. The overall objective of the project is to contribute to the conservation of a network of globally significant coastal and marine protected areas and their sustainable use zones by i) enhancing ecosystem services that ii) contribute to reducing climate change risks for vulnerable communities. To achieve this, the project will:
  • Improve resources, instruments, and capacities for Marine Protected Area management and sustainable use
  • Increase resilience of infrastructure and the built environment to climate change
  • Strengthen adaptive capacity and reduce exposure to climate risks Rehabilitate degraded coastal ecosystems
  • Enhance climate resilience and sustainable livelihoods for communities
  • Enhance knowledge, expertise, and capacity of relevant national agencies to use Ecosystem-based Adaptation (EbA) approaches for coastal zone management
  • Strengthen institutional and regulatory systems for climate responsive planning and development
  • ADRA is looking for a suitably qualified person for the position of Finance Coordinator for the above-mentioned project. The position is based in Maputo National Park (MNP) and Maputo Environmentally Protected Area (MEPA) region within Matutuine District, and will report to the Finance Director while working closely with Local Partners NGOs
Duties
  • Maintenance of Project’s accounting records and implementation of financial control systems in accordance with generally accepted accounting principles and Donor regulations. Ensure that all documentation is adequate and complete
  • All Project’s banking requirements including the movement of funds, fund requests to donors, exchange of currency, separation of accounts, opening and closing of accounts, regular reconciliation of accounts, and maintenance of banking records
  • Preparation of all financial reports as required for local program management, ADRA institutions, donors, and government bodies
  • Implementation of a comprehensive fixed asset and inventory control system, including consumables
  • Including identification system for all capital assets, maintenance of fixed asset ledger, and routine monitoring of inventory reconciliations for expendables
  • Process disbursement of funds for authorized project expenditures. Ensure that all Project’s expenditures of funds conform to: ADRA and donor regulations, budget limits, use or purpose originally intended
  • Regular review and examination of financial statements, bank and journal vouchers
  • Work closely with Auditors and Finance team to ensure a high standard of compliance with all donor policies
  • Manage and record Project’s contracts and agreements signed on behalf of the Agency. Ensure the compliance to donor regulations, and budgetary constraints
  • Officially represent ADRA- in all Project’s financial communication with the Senior Management, lead Partner and constituents. Negotiate with the lead partner and constituents with regard to financial issues
  • Analyses monthly financial reports submitted by the field to ensure timely submission, spending within acceptable levels, and sound financial management
  • Provides assistance in conforming to financial standards and regulations, responding to audit findings, and institutes corrective actions as necessary to comply with required standards for the grants assigned to his/her portfolio
  • Receives reviews and facilitate processing requests for funds, payments, and other such financial transactions
  • Participates in ongoing professional development through continuing education courses, seminars and workshops, technical reading, and attendance at professional meetings, with specific emphasis on areas relating to their agreed-upon unit responsibilities
  • Completes other duties as assigned
Requisites
  • BA/BS in Accounting, Finance or related field required
  • Minimum of 6 years in accounting or finance functions with progressive responsibility in finance and accounting, office administration, staff management, and project operations at the mid-level of an organization
  • Experience in international not-for-profit environment
  • Administrative and/or program implementation experience
  • Knowledge of European Funded awards and contract regulations and compliance requirements with a minimum of 4 years of experience leading and managing the financial aspects of European-funded projects
  • Computer proficiency in Microsoft Office products or equivalent and experience and proven experience handling large amounts of data
  • Demonstrated ability to communicate effectively both verbally and in writing in English and Portuguese
  • Ability to train and work with a finance team to achieve desired results
  • Preferred:
  • Experience in budgeting and costing of proposals
  • Experience working in Mozambique
  • Knowledge and experience in working with Sunplus Accounting system
