Enabel is recruiting a Carbon and Data Analyst Officer, to be based in Maputo, Mozambique.
Description
- Enabel is supporting Mozambican achievement of universal energy access by developing 5 mini-grids in partnership with FUNAE. Although the mini grids are not yet operational it is important to understand how their long-term financial sustainability will be achieved, and more critically how the poorest members of the community will be included in the project and allowed to benefit from energy services while participating in the energy transition. The results from this exercise can provide an invaluable contribution to scaling up energy access in Mozambique. Belgium is preparing a new portfolio for Mozambique which should start in 2023
- The new portfolio has two interventions, the core intervention focuses on 5 result areas (policy dialogue on climate resilience and energy transition, losses and damages, energy, water and waste), while the second intervention focuses on two result areas (mobilization of studies and expertise with the second one being capacity building on climate finance)
- The general objective of the portfolio is to support and institutionally strengthen Mozambique so that the transition to a climate-resilient and low-carbon economy can be achieved in an inclusive way with consideration of vulnerable communities in both rural and urban areas
- A Carbon and Data Analyst Officer is sought to contribute towards the identification of innovative solutions that ensure households in rural and last mile rural communities participate in the energy transition
- The specific objective will be to contribute to the adjustment and development of FUNAE’s role and advantage towards mobilizing climate finance, participate in the carbon markets, coordinate and promote the energy transition of households in rural and last mile communities
Duties
- The Carbon and Data Analyst Officer will support the identification and testing of sustainable business models and renewable energy products for households in last mile rural communities. Specifically, he/she will assist with the development of models and actions that promote sustainable direct participation of households of rural and last mile rural communities in the energy transition, including the recognition of their mitigation activities to climate change and conservation. The scope of the activities includes but is not limited to:
- Support the development of business models for FUNAE projects
- Collection of data related to energy demand, Greenhouse Gas (GHG) emissions of households in rural and last mile communities
- Support the identification and piloting of clean cooking solutions that can be scaled up
- Support the development of an Monitoring, Reporting and Verification (MRV) system of GHGs for FUNAE (applicable to its current and future mini-grids, solar home systems, clean cooking solutions and integration with similar activities developed by other stakeholders operating in the off-grid space)
- Collect data that can contribute to the link between carbons credits generated by FUNAE mitigation activities and the carbon offsets needs from Belgian interventions in Mozambique
- Support the preparation of FUNAEs’ accreditation process for the Green Climate Fund (GCF) and accreditation process of FNDS
- Support the preparation of climate finance proposals for FUNAE
Requisites
- Bachelor’s degree in economic sciences, natural resources management, sustainable development, engineering, political sciences or equivalent
- Advanced training (Post-graduate studies) in relevant areas is an asset
- Advanced training in Climate finance, carbon credits generation and trading, rural community development would be an advantage
- Min. 2 years of relevant work experience in public sector, private sector or international organizations
- A professional experience in the field of climate change, sustainable development, monitoring and evaluation, or data management will be considered positively
- Ability to collect, analyse and synthesize qualitative and quantitative information
- Ability to write and present reports and communicate effectively with stakeholders
Dynamic, ability to work independently and in a multicultural environment
- Fluency in Portuguese and knowledge of English
- Detail oriented and critical analysis are required
- A hands-on mentality with a strong eagerness to learn about new topics and methods
- You are pragmatic, creative, structured, result-driven and function well in a team
- Willingness to travel to rural Mozambique
- A good understanding of the international policy debate and challenges around climate change is highly desired
