DAI SPEED is recruiting a Portfolio Manager - PSD & Access to Finance, to be based in Maputo, Mozambique.
Description
  • The USAID Supporting the Enabling Environment for Development (SPEED) program supports the Government of Mozambique (GRM) to develop and implement policies that improve the country’s business enabling environment, thereby enhancing the role of the private sector in agriculture, trade facilitation, health, energy, and biodiversity conservation. The program also strengthens economic governance and public financial management and enhances the role of civil society in supporting Mozambique’s ability to plan, manage, and finance its own development. The SPEED program is seeking qualified candidates to serve in the role of Private Sector Development (PSD) & Access to Finance (A2F) PM to assist the DCOP-Technical to implement a subset of technical activities in the SPEED Annual Work Plan in an efficient and compliant manner, with a particular focus on financial services and business enabling environment activities. The PM will help develop work plan activities, draft scopes of work (SOWs), serve as relationship manager to key SPEED stakeholders, provide support for the implementation of short-term technical assistance (STTA) assignments, technical purchase orders, subcontracts, grants, training and study, tours, and other core management tasks as needed. The PM will work closely with the DCOP-Technical, Portfolio Managers, the SPEED Grants team, and the M&E team to ensure that every activity has measurable impact towards achieving the high- level project goals (dollars saved, investment leveraged, jobs created, etc.). The PM will also provide ongoing QA/QC for SPEED technical reports and communications products, ensuring clarity of messages, program contributions, and impacts that result from program activities
Duties
  • Serve as the technical lead for all SPEED activities related to financial service, trade and business enabling environment; this includes managing relationships with key counterparts such as business associations (i.e.,CTA) and financial services partners (i.e.,Gapi), economic analysis partners (i.e., on the Growth Diagnostic), and private sector health service providers; s/he will also manage coordination platforms such as the Private Sector Working Group (PSWG) and the Multi-stakeholder Platform (MSP)
  • Provide secretariat support to and chair the MSME Resilience Fund Advisory Board in implementing its mission; work with Gapi to design and implement a monitoring & reporting plan
  • Work closely with the COP and DCOP to develop, implement and monitor policy initiatives within the agreed strategies; organize policy and regulatory dialogue events in concert with project partners
  • Identify and manage talented SPEED short-term consultants, implementing partners, and grantees to ensure their deliverables meet internal quality standards
  • Package and present complex technical activities and subject matter to SPEED management, USAID, the GRM, and other key stakeholders in a clear, concise, and actionable manner.
  • Ensure all SPEED technical reports, quarterly reporting, and communications products are of the highest quality from a content perspective and packaged in a manner that USAID and local stakeholders can quickly grasp the key takeaways, impacts, and next steps
  • Develop work plan activities, technical scopes of work, activity budgets, and provide ongoing feedback to SPEED consultants, subcontractors, and grantees
  • Work closely with the SPEED PMs (Agriculture, Economic Governance, Biodiversity) to align activities and provide expertise on strategies/opportunities to facilitate the business enabling environment to generate private sector development
  • Be an integral part of implementing technical assistance for activities, including conducting research, obtaining data, participating in interviews, and helping consultants identify and set meetings with counterparts
  • Assist consultants to draft reports as necessary; also, contribute to ‘telling the story’ of SPEED activities by working with the communications team to develop both written case studies as well as explainer videos
  • Work closely with the M&E team to ensure ongoing data collection, monitoring, and evaluation of private sector activities to enable the SPEED team to measure and communicate impact
  • Support coordination between SPEED and other USAID-funded national, regional, or global projects, such as the LOGOS program, the PREMIER program, the Southern Africa Mobilizing
  • Investment program (SAMI), the Africa Trade Initiative (ATI), the global USAID INVEST program
  • Work closely with the SPEED Gender and Youth Advisor to ensure comprehensive gender and youth integration across SPEED's work on private sector development and access to finance
Requisites
  • Bachelor’s degree in a relevant field required; advanced degree preferred; advanced degree preferred
  • 6+ years of relevant professional experience in access to finance required
  • 6+ years of relevant professional experience, including project management; familiarity with business enabling environment, policy and/or agriculture support projects desired
  • Excellent organizational skills and ability to prioritize multiple concurrent tasks
  • Experience working on USAID-funded projects is preferred
  • Excellent organizational skills with a willingness to take initiative
  • Ability to speak in public and lead formal meetings with high-level government officials
  • Competency in the English language, both spoken and written
