Heading is recruiting for its client, an oil and gas company, a Public and Government Affairs Advisor , to be based in Maputo, Mozambique.
Duties
- Assist P&GA with P&GA strategies, annual plans and budget
- Provide leadership and oversight to ensure all P&GA activities are conducted in accordance with EM SSHE standards and policies
- Provide support with the preparation of P&GA policy and operational procedures ensuring alignment with Company’s objectives
- Establish and sustain a positive and effective working relationships with officials from the Government of Mozambique, maintaining an in depth situational awareness of political and economic factors that may impact the company business activities in the country, and creating effective strategies to support the Company’s business objectives;
- Manage and grow external relationships with governmental representatives, industry associations, local think tanks, and academic institutions that touch on the Mozambican energy sector
- Keep informed and provide analysis of local and national government issues, trends and policies relevant to the company’s interests, and develop strategies to support business objectives
- Advise and support Company representatives in their interactions with government officials
- Provide recommendations on engagements, support meeting logistics, provide written and verbal briefings, as needed, and manage follow-ups from engagements, as applicable
- Become proficient in Exxon Mobil Corporation’s Guidelines for Interactions with Government Officials, and uphold these standards in all aspects of work
- Understand the government’s priorities for the country and integrate government relations activities with community investment and communications activities to further business objectives
Requisites

Appropriate tertiary qualification (Diploma or Bachelor’s Degree
- Advanced degree in relevant field is preferred
- A minimum of five years of experience operating and advising on government affairs with respect to Mozambique
- Familiarity with and/or prior experience working in the oil and gas industry
- Experience in a relevant field such as social anthropology, lands, communication for development, humanities, environment and sustainable development or social work and community development etc.
- Ability to work effectively as part of a global, virtual team as well as with internal functional business units and departments of the company;
- Extensive knowledge of hydrocarbon resource law
- Understand local Government systems
- Skilled negotiator who can work with field officers to complete negotiations with landowners
- Excellent interpersonal skills and the ability to build strong internal and external relationships
- Strong skills in contract administration
- Staff leadership and influencing skills
- Skilled in developing creative solutions to problems
- Strong communication skills – both oral and written
- Ability to work effectively in a virtual multi-cultural team
- Self-starter with results orientation
- Fluent in English and Portuguese
