Heading is recruiting for its client, an oil and gas company, a Senior Purchaser, to be based in Maputo, Mozambique.
Duties
- Main responsibilities:
- Carry out work in compliance with Company values and policies, relevant laws and regulations, Company procedures and good industry practices
- Perform source to contract process for goods, services in line with Company procedures (Liaise with the relevant technical teams (DUET)
- Evaluate contractual proposals and assist in evaluation of technical and commercial proposals where applicable
- Administer the Recommendation to Award Report. Prepare and participate to the contract committee. Finalize contract
- Manage the Contracts assigned in accordance with the agreed C&Ts and that Company’s interests are protected at all times
- The Job holder executes the following activities:
- Handle the processing of purchase requisitions (PRs)
- Analyze all Purchase Requisitions (PR) expressed by Partner Entities to ensure that adequate material specification, budget authorizations and relative cost centers have been provided to finalize S.O.W
- Propose the bidder lists according to the nature of the requests, evaluate offers and prepare the RTA
- Organize and lead negotiations with suppliers associated with award and performance of Pos
- Ensure reception of acknowledgement of receipt for PO’s from suppliers
- Negotiate and solve all changes leading to amendment from Partner Entities or suppliers/contractors The Job holder ensure the Compliance
- Ensure compliance of the procurement process with all internal Company rules (including Total Code of conduct) and all applicable laws and regulation
- Ensure that all procurement activities meet audit requirements in order to minimize any potential partner/audit claims or court actions
- The Job holder adheres to the H3SE rules
- Be in constant alignment with H3SE Company rules, Procedures, Instructions and applicable legislation
- Participate actively in H3SE meetings, training sessions and drills and co-operate actively in the execution of H3SE plans
Accountabilities
- To manage procurement processes delivering best quality in time and at the optimal cost for TEPMA1
- To mentor members of his/her team, and when possible other local staff
- To successfully prepare, negotiate and administer a broad range of complex, technical and high value/risk purchases
Requisites
- Qualifications/Experience required:
- Intermediate level in Purchasing Technical Competencies required
- C&P tools advanced certification required
- Good command of English language Qualification and background
- Diploma
- 6-7 years (Minimum 2 years in technical contracts domain) with exposure on operations
