WSUP is recruiting a Community Development Officer, to be based in Beira, Mozambique.
Description
  • The Community Development Officer (CDO WASH) is responsible for ensuring that all community stakeholders, and communities itself, participate on the discussions to raise and assess critical issues related to WASH that impact health. The incumbent is responsible for ensuring the execution of multi-step processes for the implementation of quality programme interventions, focusing on the WASH needs in the targeted communities. The CDO-WASH will provide support at community level in the programme for effective implementation. S/he will also maintain coordination and liaison with all concerned stakeholders. In addition, the CDO-WASH will provide full support to other project activities in which s/he will be requested to engage and always adhere to WSUP’s core values and WSUP’s policies on Safeguarding, Health & Safety, and Business Ethics and lead on these by example

  • Basic Salary: MZN 594,789 - 636,706 per annum

Duties
Building capacity of Community Based Organisations (CBOs), Infrastructure Implementation Committees (IICs), and users of sustainable WASH facilities in the Low-Income Communities (LICs)
  • Assist in developing a Community Action Plan (CAP) to improve WASH conditions:
  • Formation and activation of CBOs to improve WASH facilities in the LICs
  • Provide inputs and guidance to CBOs and Community People to assess the WASH needs of the LIC people and develop CAP
  • Participate in trainings for CBOs related to WASH service provision
  • Support in assessing the performance of the hired CBOs
  • Provide contributions and guidance to CBOs and people in the community to assess WASH needs
  • Monitor project and/or activities implemented by CBOs and support CBOs to improve their performance
  • Attend monthly CBO Meeting:
  • Provide guidance to organize and hold effective meetings of CBOs related to activities and/or projects being implemented by WSUP and participate in them
  • Discuss WASH-related problems encountered in communities and determine appropriate steps to overcome them
  • Assist CBOs in generating agendas related to the Community Action Plan. Facilitate the process to address the problems identified by the CBOs/IICs
  • Assist in capacity development:
  • Organize and Conduct Workshop/Training /Orientation sessions at community level
  • Monitor CBO activities
  • Make routine visits to observe the progress of the programs and report to the CDS
Assist in Selection and Implementation of Infrastructure activities
  • Scheme selection:
  • Selection and Implementation of WASH Infrastructure activities in LICs:
  • Assist in conducting the feasibility assessment in terms of social aspects
  • Assist in obtaining no objection certificates from concerned departments/persons against each scheme
  • Conduct ‘pre-measurement’ and ‘environmental assessment’:
  • Assist the Supervision Engineer in the conduction of the “premeasurement” and “environmental assessment” Observe progress of scheme:
  • Pay routine visits to observe progress of schemes and provide feedback to the IIC and CBOs with suggestions
Mobilise CBOs, Community people and Users to be more responsive to the WASH needs of the Urban Poor
  • Assist in organising day events at the community level:
  • Assist the CBOs in organising/observing different day events (Global Handwashing Day, Menstrual Hygiene Day, World Water Day and World Toilet Day) at community level
  • Participate in door-to-door visits and hygiene promotion activities in the community and in schools
Information Management and Coordination
  • Data collection and processing:
  • Collect basic data monthly to complete the prescribed formats and compute basic statistical analysis
  • Progress Monitoring:
  • Submit monthly progress monitoring sheet to Project Manager
  • Attend relevant staff meetings
Requisites
  • Evidence that applicants meet the essential criteria will be assessed by the following methods: Application (A) Interview (I), Test (T), as indicated below:
  • High school diploma or equivalent (A, I)
  • Basic trainings in Water Sanitation and Hygiene (A, I)
  • Experience of working with low-income communities (A, I)
  • Experience in implementation of sanitation projects, promotion of sanitation products
  • Experience in urban WASH programmes, education or health/hygiene behaviour change campaigns (A, I)
  • A good understanding of urban WASH project activities - organizing training, orientation at local level (A, I)
  • Basic knowledge of monitoring progress activities and impact evaluation (I)
  • Understanding of safeguarding risks relating to work in schools (I)
  • Ability to mobilize communities (I)
  • Ability to transfer knowledge to CBO and community regarding water and sanitation (I, T)
  • Data collection and processing using digital tools (basic statistics and graphical data representation) (I, T)
  • Good proficiency in MS Office (mainly in MS Word, MS Excel e PowerPoint)
  • Patient, creative, self-driven with a good sense of humour (I)
  • Speak the predominant local language (Ndau or Sena) (A,I)
  • Commitment to the mission, vision and values of WSUP (I) absolute adherence to WSUP’s values and policies on Safeguarding, Health & Safety and Business Ethics and lead on these by example (I)
  • Basic knowledge of monitoring and evaluation (T)
  • Project management experience, stakeholder coordination
