Chemonics is recruiting a eLMIS Consultant, to be based in Maputo, Mozambique.
Description
- Project: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Mozambique
- Background: The overall goal of GHSC-PSM is to procure and provide health commodities for all USAID health programs, including but not limited to, HIV/AIDS, Malaria, Family Planning, and Maternal & Child Health, as well as provide systems strengthening technical assistance to improve supply chain management and commodity security in Mozambique
- nSIMAM is an open source, cloud-based electronic logistics management information system (eLMIS), based on OpenLMIS v3, used by the Mozambique Ministry of Health (MOH) to manage health commodity supply chains. The system facilitates data collection, analysis, and reporting on logistics-related information, including inventory management, and distribution. It helps to improve the visibility of stock levels, enhances inventory management, and supports decision-making processes to ensure the availability and accessibility of essential medicines across healthcare facilities in Mozambique
- Currently, nSIMAM is installed in 814 sites (in five provinces ) and has more than 1200 users who carry out multiple functions in the application including (1) creating and submitting requisitions and reports, (2) authorizing, approving, and converting requisitions to orders, (3) ordering health commodities from the Central Medical Stores (central de Medicamentos e Artigos Médicos – CMAM), and (4) accessing various reports and Dashboards to help inform decision-making
- The Mozambique MOH continues to improve and to roll-out the system to cover all the 1900 sites across the country’s 11 provinces. As part of the continued roll-out and improvement of the system in the country, GHSC-PSM is seeking a consultant who will support the MOH/CMAM in this goal
- The objective of this consultancy is to support the Ministry of Health/CMAM to develop and deploy the nSIMAM in coordination with nSIMAM and SIGLUS Managers
Duties
- Support the expansion of the nSIMAM
- Assist the development and implementation of training plans, develop troubleshooting guides and job aids as needed
- Assist the development of technical manuals, guidelines and standard operating procedures, lessons learned, and other project directed documentation for health system strengthening.
- Assist in documentation and tracking bugs/issues, software releases for existing LMIS, and support for implementing changes
- In coordination with SIGLUS and nSIMAM Managers, prepare general and technical requirements for SIGLUS and nSIMAM systems including reporting, technical, operational, security, performance and regulatory
- Actively support communications and relationship management with the software supplier/developer, relevant MoH/CMAM entities, and USAID
- Support the definition of test plans and system documentation to monitor the implementation of business process enhancements, modifications, and new releases
- Support the UAT to ensure that the nSIMAM meets business specifications defined
- Facilitate the collaborative development of user requirements, including business process mapping, developing use cases, and translating program needs into functional requirements
- Other duties as required by the Director of Information Systems and M&E
Expected Deliverables
- The Consultant shall complete and submit to Chemonics the following deliverables in accordance with the schedule set forth below. Deliverables shall be submitted electronically to Chemonics
- Deliverable No. 1-11: Monthly Report
- The Subcontractor will provide a monthly report that will summarize all support provided and related teams in the previous month. Reports will specify the following:
- Detailed monthly plan outlining the key activities, and timeline for the nSIMAM rollout
- Produced guidelines, and SOPs that provide step-by-step instructions for executing specific tasks or processes related to nSIMAM
- Updated user and training materials
- Updates for all pertinent manuals and documentation provided
- Monthly update on all activities performed
Requisites
- Bachelor’s degree in an information technology or relevant field, preferred
- Minimum of 5 years of relevant work experience designing and coordinating large-scale MIS programs required
- Relevant work experience specifically related to health information systems and/or logistics information management systems, and web-based systems, strongly preferred
- Computer Science fundamentals and analytical abilities; knowledge of object-oriented programming languages such as Java, Python, C# or C++ and architectures, such as microservices, SOA and distributed systems, preferred
- Demonstrated experience for designing, managing, and implementing donor-funded MIS programs in developing countries or low-resource settings
- Experience working on an USAID or donor-funded project required
- Deep knowledge of the Mozambique National Health System required
- Experience with CMAM supply chain and CMAM LMIS preferred
- Experience with OpenLMIS or similar Open-Source software
- Ability to work with cooperating partners and vendors in implementing complex programs
- Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills
- Demonstrated leadership, versatility, and integrity
- Fluency in Portuguese and English is required
