Johanniter International Assistance

Johanniter International Assistance is recruiting a WASH Technician, to be based in Cabo Delgado, Mozambique.
Duties
  • Assist in planning execution of the assigned activities in line with projects general work plans in close coordination with other technical and operations staff
  • Ensure smooth delivery of WASH technical outcomes through daily implementation of the planned activities (including design and maintenance of infrastructure initiatives and supervision and execution of WASH works), in line with national and international technical and humanitar-ian standards, guidelines and best practices (e.g. Sphere standards, International Humanitarian Law, Do No Harm, Core Humanitarian Standards, Humanitarian inclusion standards for older people and people with disabilities) and considering lessons learned to achieve the best possible outcome while complying with donors' requirements and Johanniter internal procedures and program standards
  • Contribute to development of training and awareness raising materials including materials for community sensitization
  • Monitor progress of the assigned interventions' indicators against programmatic and budgetary targets and ensure the targets are achieved on time and in line with the projects documenta-tion
  • Ensure quality of programming and technical guidance of program implementation through fre-quent field visits
  • Provide support in establishing modalities to ensure the sustainability of facilities and extended use by beneficiaries, support ownership of local communities and contribute to development of exit strategies and handover to individuals and communities
  • Conduct hygiene promotion campaigns
  • Perform maintenance tasks on WASH infrastructure equipment
  • Advise on water safety and health regulations
  • Recommend improvements to existing WASH infrastructure
  • Prepare and execute action plans responding to gaps and areas of concern identified through monitoring or community feedback mechanism, as part of organizational learning and adaptive programming
  • Support knowledge management, document project information, lessons learned, success sto-ries, case studies and pictures
  • Support capacity development of partner community mobilizers, community WASH/hygiene promoters/volunteers and Water Management Committees through the provision of training and technical support and guidance, on the job training, mentorship and coaching to ensure they can implement assigned activities and accomplish quality results
  • Indirect supervision of the network of WASH/hygiene promoters/volunteers
  • Contribute to close collaboration and coordination with relevant external stakeholders including community representatives and community based organisations, local authorities and govern-ment bodies (e.g. the
  • Ministry of Water Resources, DPS, Department of Rural Water, NGOs (e.g. WASH cluster partners) and clusters at the sub-regional/county level to guarantee smooth im-plementation of activities and efficient information exchange
  • Liaise and maintain links with community representatives, conduct community mobilisation, en-gage consistently with project participants and other relevant stakeholders; ensure participation of communities and projects participants in designs and maintenance of WASH infrastructure
  • Take part in WASH needs gaps and access assessments at community level and participate in the selection of target communities and WASH facilities to be rehabilitated and / or build in the project, through technical feasibility studies, focus group discussions, visits to facilities and sites, and interview with key members of the community
  • Program design and implementation: (with commitment to JIA Construction Policy and Benchmark Standards and in collaboration with the WASH officer)
  • In collaboration with WASH officers, develop detailed bills of quantities (BOQ) and drawings for the construction/Rehabilitation works, based on assessment and program requirements, ensuring that recommended work is socially inclusive and within the minimum SPHERE standards. Works such as:Construction or rehabilitation of sanitation facilities (latrines, incinerator, refuse pit, soakage pit…)
  • Construct or rehabilitate drinking water infrastructures (hand dug well wells, boreholes, pipe network, reservoir, drinking water treatment device, water treatment plants, etc.
  • Plan, organization and follow up of the community mobilization in target communities on issues related to construction, rehabilitation, operation and maintenance of WASH facilities
  • Prepare the technical aspect of the FP’s (Request for Procurements) and tender documents for construction and rehabilitation of WASH facilities
  • Regular data collection, verification, record keeping, storage and management of an up-to-date activity level data and information used for measuring activity progress, reporting or as a refer-ence in new proposals
  • Providing accurate and complete data and information as part of weekly and monthly updates on activity progress showing achievements against planned activities and inputs to project pro-gress reports adhering to Johanniter and donor requirements and submit to line manager or other stakeholders as requested by line manager
  • Closely collaborate with other Technical Officers within the same or from other sectors or sub-sectors (e.g. health, nutrition; protection; food security and livelihoods) to ensure internal coor-dination contributing to successful implementation of multisector interventions, high impact and creating synergies
  • Closely coordinate the implementation and collaborate with Johanniter operations departments and units (i.e. logistics, HR, administration, finance) to ensure smooth implementation and timely identification and addressing challenges
  • Contribute to timely preparation and execution of procurement plans through providing quality and technical specifications of all WASH-specific supplies required;prepare, review or revise bills of quantities and construction plans; participate in the design of infrastructure initiatives
  • Site management: general supervision of contractors and JIA staff under her/his management (if any), ensuring the safety of construction sites for workers and beneficiaries and -in coopera-tion with MEAL department- ensure the community is facilitated to participate and provide feedback to JIA
  • Validate the progress and quality of work of the contractors, and make the connection with the administration and Logistics to ensure their payments are processed in a timely manner
  • Design, implementation and organization of training for construction of small WASH facilities at household level
  • Follow up Logistics / site supervision in case of direct intervention by JIA for small JIA works
  • Assist to seek and obtain appropriate government sign-off on works at the critical stages; espe-cially at the start and completion
  • Verify that WASH infrastructure construction and rehabilitation works done by the contractor are carried out according to quality standards established by JIA through quality checklists
  • Plan and be responsible for the weekly reporting (or as agreed) of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed...)
  • Contribute to ensuring compliance to internal, donor and governmental requirements, systems and processes during the planning and implementation
  • Actively promote Prevention from Sexual Exploitation, Abuse and Harassment (PSEAH) stand-ards within Johanniter and amongst its beneficiaries
  • Any other assignments as given by seniors
Requisites
  • Minimum of Degree/Diploma in a relevant field, preferably in civil engineering, water engineer-ing, development or relevant technical qualification
  • Essential technical knowledge of principles, theories and methods in one or more of the follow-ing areas: communication for behaviour change, CLTS, community based WASH programme management, technologies for community based water supply, sanitation and hygiene
  • Knowledge and understanding of technical WASH standards, e.g. Sphere
  • At least three (3) years of relevant work experience in implementation of WASH interventions in a humanitarian or development context with NGOs including conducting baseline assessments, community mobilization and capacity building of project participants or junior staff
  • Proven previous experience in project location
  • Knowledge and experience in AUTOCAD, ArchGIs epanet, etc.
  • Vast knowledge of how to diagnose problems of water boreholes and how to repair them in-cluding hand pump dismantling, repair and installation

  • Fluency in Portuguese
  • Good dominion of English and at least one local language like Kimwani, Macua, Makonde are a major advantage
  • Excellent computer skills and competency in Microsoft Office
  • GIS, database management, softwares for water-networks designing, knowledge of AutoCAD, ArchiCAD, and GPS mapping software is desirable
  • Experience in coordination with local, national and international actors (i.e.: NGOs, INGOs, local authorities, UN, cluster system, donors) is desirable
  • Experience in MEAL and report writing, experience in finance, logistics and procurement is de-sirable
  • Commitment to humanitarian and accountability principles, quality programming, participation and localisation
  • Proactive, open-minded and creative individual able to find innovative solutions to challenges
  • Able to work well both within a team and independently; culturally sensitive and flexible to ad-just quickly to challenging and fast-changing context; coping well with stress and in intense and difficult environment
