TechnoServe is recruiting a Procurement Manager for FTF PREMIER, to be based in Nampula, Mozambique.

- Program Description: The United States Agency for International Development (USAID) anticipates funding the five-year Promoting Market Systems, Innovation and Resilience (PREMIER) activity in Mozambique. The PREMIER activity will facilitate the development of an inclusive, resilient, and sustainable market system to boost agriculture-led economic growth in the Nacala corridor of northern Mozambique. The activity will use a market systems approach and will focus on minimizing barriers that disadvantage the vulnerable, women and youth and exclude them from economic opportunities within the agriculture sector. This activity is anticipated to cover a combination of staple and high value crops
- The activity will implement solutions including:
- Enhancing access to finance across sectors for the rural poor and SMEs
- Enhancing risk mitigation management
- Building the capacity of smallholder producers and agribusinesses
- Increasing incomes for smallholder farmers
- Establishing strong and transparent relationships between actors
- Expanding employment and entrepreneurship opportunities, especially for youth and women
- Job Summary: The Procurement Manager will be leading the acquisition of goods and services, following best procurement practices and guide the program procurement team. He/She will also develop procedures and guidelines in alignment with TechnoServe's policies and protocols
Duties
- Lead and manage the procurement team of FTF Premier
- Responsible for sourcing and procurement of all goods, works and services in accordance with USAID and TechnoServe procedures and guidelines
- Develop and manager procurement plans In collaborating with program teams to ensure the timely supply of goods and services
- Prepare and review offer and proposal solicitation documents, develop purchase orders, and initiate procurement processes
- Assure specifications of goods, equipment and services correspond to the project needs and users and are included in the procurement process
- Manager tender evaluation processes, assure procurement processes are properly documented and prepare purchase order and contracts
- Negotiate prices, delivery times, and after-sales services with vendors
- Maintaining supplier/vendor contracts and contact lists from the approved shortlist, ensuring that they meet the minimum requirements to be on the supplier list. This also involves carrying out site visits to monitor and evaluate the supplier/vendor
- Maintaining sound procurement records/documentation and preparing monthly procurement status reports, including expediting orders to ensure timely delivery and payment processing
- Manage in the clearance of consignments from customs or any other government agency in collaboration with the appropriate personnel in Mozambique and the regional office;
- Ensure that all equipment, good and services delivered to the FTF Premier project is conform the specifications, respect delivery times and are conform all procurement agreement or contract requirements
- Conduct the annual inventory with the Finance Department
- Research the markets for the latest trends in pricing, availability, delivery and quality, and ensure that applicable policies, practices and procedures are understood and adhered to by suppliers
- Monitor and report on supplier performance, noting current and/or potential issues and/or inefficiencies and assisting with contract/purchase order modifications
Requisites
- Bachelor's Degree in Accountant, Law, economy or related field + 7 years experience OR Master Degree plus 5 years’ experience
- A Minimum of 5 years’ experience in procurement of goods and services for a Non-profit organization
- Knowledge of best practices in procurement and administration
- Ability to manage multiple tasks simultaneously
- Self-starter, ability to work with substantial autonomy and influence others with minimal supervision
- Excellent communication skills in written and spoken English and Portuguese, including report writing and presentations
Excellent problem solving and analytical skills
- Fluency in spoken and written Portuguese and English is required
- Knowledge, Skills and Abilities:
- Good knowledge of Excel, Access and PowerPoint required
- Good management skills
- Knowledge of key donor compliance requirements (USAID, World Bank and other international donors) an advantage
- Strong interpersonal and communications skills and ability to effectively motivate and manage teams in a multi-cultural environment
- Ability to work under tight deadlines while managing multiple tasks and activities
- Ability to develop well written, cohesive analyses and reports
- Supervisory Responsibilities: It is anticipated that this position will manage the program procurement officers
