Oxfam is recruiting a Food and Nutrition Security Coordinator, to be based in Cuamba, Mozambique.
Description
  • AS the food and nutrition security specialist for the PRESSANI, you'll lead efforts to improve access for safe water, sanitation and hygiene (wash) practices for people living in poverty, particularly the most vulnerable, in the districts of Nipepe, Maúa, Marrupa, Metarica and Cuamba . this challenging role requires a visionary thought leader who can navigate complex livelihood and agricultural systems, fostering collaboration with diverse stakeholders, and influence positive change
  • The programme specifically addresses challenges such as low productivity, poor market access, and nutritional deficiencies in these identified regions through pathways of increased production  productivity, diversified food supply, and improved household income specially  youth and women. your role will be pivotal in implementing these strategies and making a lasting impact on people living in poverty, particularly the most vulnerable people in Nipepe, Maúa, Marrupa, Metarica and Cuamba in the Niassa province
  • JOB PURPOSE: To implement activities at the field level that meet water, sanitation and hygiene needs as one of strategy to address use of unsafe water as one of nutrition issues in Niassa province
  • Contract type:    Fixed term
  • Reporting to:     Unit programme Manager
  • Key relationships/interactions: Consortium members, ROADS, Communities, Health Centres, Community health workers, community leaders, government authorities ( SDSMAS, DPS, SPAS of Niassa)
  • Location: Cuamba, with regular travels to the districts of Nipepe, Maua, Marrupa and Metarica, occasional travels to Lichinga
Duties
Provision of Food and Nutrition Security leadership and Management: 40%
  • Coordinate the implementation and delivery of the Pathway on Food and Nutrition Security initiatives
  • Provide overall technical leadership on Food and Nutrition Security and advise the Programme Unit Manager
  • Provide Technical oversight to the ROADS food and security nutrition team of food and nutrition security field officers in collaboration with ROADS programme manager and the support team of the PRESSANI Management Unit
  • Provide professional advice to PRESSANI Programme team about all Food and nutrition strategies and practices
  • Influences the development of strategy and ensures proper alignment with overall strategies and supports operational implementation
  • Coordinate with WASH specialist and other programme pathways managers to ensure a comprehensive approach to Nutrition
  • Lead the coordination with government Health and nutrition institutions (DPS, SPAS, SETSAN, Health Centres)
  • Ensure that all programs take gender and Nutrition issues fully into account. This includes the introduction of mechanisms to enable women and girls to participate in decision making around food and nutrition issues at household and community level
  • Develop monitoring indicators and tools in line with the logframe and regularly collect data to reflect progress against objectives, and giving feedback to the Unit programme manage
  • Assist with the development of indicators to monitor and evaluate jobs creations and income generation activities
Provision of technical Capacity Building to ROADS and other on Food and Nutrition  Security within the programme: 40%
  • Design and prepare training sessions and materials to facilitate training to all concerned officers, including government nutrition staff
  • Continuously assess capacity building needs and design appropriate response though training for all concerned officers
  • Provide on job capacity building as needed to all participating organisations and institutions, specially for ROADS and other local community based organisations relevant to implementing Nutrition initiatives
  • Prepare technical reports on the progress and challenges for capacity building for partners on food and nutrition security
  • Provide training and supervision to ROADS field staff to be able to train community health workers and to conduct home visits for  information, education and basic counselling on women’s nutrition and infant and young child feeding , provide referrals for nutrition services and health centres, collect accurate routine monitoring data
Management: 10%
  • Manage the work of assigned assistants, taking responsibility for setting objectives, following up on workplans, monitoring quality of work, resolving issues (with support of the team leader where required)
  • Liaise with other Programme unit team member and business support team ensure proper planning for training and materials required for nutrition and public health promotion work
Reporting: 10%
  • Prepare and present regular reports to the Programme Unit Manager on the progress and challenges within the Food and Nutrition security pathway
  • Provide inputs to the overall programme report
Requisites
  • Formal qualification in a relevant field of Nutrition and food security or hold a Bachelor’s degree in Nutrition or Public Health, Social Sciences, Community development with long experience and knowledge of key Nutrition principles and approaches
  • Technical Skills, Competence and Experience:
  • Knowledge of the National Strategies on Nutrition (PARMDC-Multisectoral Plan for the reduction of Malnutrition) including the minimum nutrition package
  • Familiarity with key Nutrition and WASH approaches such as Community-Led Total Sanitation and Hygiene (CLTSH)- SANTOLIC and Open Defecation Free (ODF)-LIFECA
  • Knowledge of health quantitative and qualitative data collection and analysis
  • Sound knowledge and practical experience in fields of social sciences and nutrition
  • Experience with using digital data collection for surveys
  • Is Able to manage the database with characteristics of technical interventions carried out, including impact of other programme interventions on food and security in the programme area
  • Strong communication skills and knowledge and experience in implementing Nutrition programme and collaborate with Health and nutrition institutions
  • At least three years practical experience in community mobilisation and organisation of appropriate community nutrition, health and sanitation programmes in Mozambique, particularly in the northern region
  • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations
  • Good knowledge and experience working with local partner with a capacity of providing formal and informal training
  • Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations
  • Good communication skills and ability to work well in a team
  • Ability to work well under pressure and in response to changing needs and to travel at short notice and to work in difficult circumstances
  • Gender and cultural sensitivity, especially in the management of the nutrition, health,  hygiene committees

  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
  • Experience with remote working tools, namely, MS Teams, One Drive, MS Office, Zoom, skype and other
