Chemonics is recruiting a Supply and Delivery Advisor, to be based in Maputo, Mozambique.
Description
- PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Mozambique
- Background: The overall goal of GHSC-PSM is to procure and provide health commodities for all USAID health programs, including but not limited to, HIV/AIDS, Malaria, Family Planning, and Maternal & Child Health, as well as provide systems strengthening technical assistance to improve supply chain management and commodity security in Mozambique
- The Supply and Delivery Advisor will work with CMAM and CA to facilitate the import clearance for health commodities
Duties
- Collect incoming shipment documentation from vendors and donors; verify completeness and accuracy of documents
- Communicating effectively with suppliers and colleagues in the various offices located abroad to ensure the timely pick-up and delivery of shipments
- Responsible for the timely arrival of shipments and delivery to warehouses
- Collecting shipping documents from suppliers and 3PLs, analyzing and verifying their completeness
- Analyzing the completeness and accuracy of the documents before starting the process of importing medicines and medical articles to get the BIEF and or letter of belonging
- Monitoring shipments
- Checking proofs of delivery (PODs) and verifying that they are in line with orders
- Creating receipt notes in the order management system
- Ensuring that all shipping documents are filed
- Developing and maintaining a flowchart of the import and customs clearance process
- Coordinating the collection of samples for Quality Control
- Issue and manage the pre-alerts for Global Supply Chain and Field Office procurements
- Producing various reports for decision-making
- Monitoring and ensuring compliance with KPIs
- Act as an expert on INCOTERMS 2020 to ensure their proper use by the procurement team and suppliers
- Perform other tasks as directed by the Director of Procurement
- Maintain a good knowledge and understanding of all office rules and procedures as outlined in the field office policy manual
- Support the achievement of the overall project goals as required to ensure project performance
Requisites
- Higher education degree in logistics/import or equivalent
- At least two years coordinating customs clearances with the Ministry of Health
- Knowledge of the technical customs procedures in force in Mozambique
- Comprehensive understanding of customs clearance processes required
- Proficiency in Microsoft Office, ARTMIS, and Ivalua procurement tools
- Experience working on USAID or donor-funded projects required
- Experience working with the Central Medical Store and the Supply Center of the MoH in the import area
- Attention to detail and ability to analyze data quickly
- Ability to work independently and meet targets within deadlines
- Fluency in Portuguese and advanced English is required
