CICV is recruiting a Vehicle Fleet Manager, to be based in Pemba, Mozambique.
Description
- Purpose: The Vehicle Fleet Manager oversees the management of the fleet of ICRC vehicles in their country so that the operational needs are met, working in strict compliance with the standards set at headquarters. He carries out effective and efficient resource planning and scheduling for ICRC- and non-ICRC-owned vehicles within the operational area
Duties
- Determines needs in terms of the fleet and maximizes its efficiency and effectiveness through planned resource allocation in accordance with guidelines from headquarters
- Provides and organizes employee training and recruitment of Fleet Staff (mechanics, drivers, dispatchers) in accordance with security regulations and technical guidelines
- Manages, monitors and is accountable for vehicle fuel supplies, for which s/he has final accountability, including contingency planning
- Ensures that surveys and assessments of externally contracted workshop/body shops are done regularly, and all quoted repairs are reviewed, in order to ensure to obtain the best service for the best price, as per ICRC Logistics standards
- Establishes the spare parts inventory (where applicable) and carries out controls in accordance with ICRC guidelines
- Provides technical input in the decision-making process regarding private transport services under contract, especially freight transport
- Ensures that administrative paperwork related to vehicles and drivers is handled in a professional manner and is in line with guidelines from headquarters (includes vehicle and driver data files, registration and documentation related to import/export/transfer of vehicles, and convoy documentation)
- Monitors, organizes and maximizes the efficiency of the Delegation’s vehicle/equipment Fleet Pool to support the delegation’s operations, while at the same time ensuring donor funds are used responsibly and reduction in green-house gas emissions is maximized
- Ensures that all vehicles are in compliance with ICRC and national rules concerning third-party and casco insurance, and National, Transportation Authority regulations
- Validates and counter signs all Fleet related invoices (eg: Fuel, Repairs, Hotels, Per-diems etc..) and ensures they are entered into Fleet wave, before their transmission to Head of Logistics for financial approval
- In collaboration with the Logistician, ensures that all sites are secure in terms of fire danger, collateral damage from weapons and illegal access
- Provides all Fleet related data for the delegation budget preparation
- Prepares vehicle/equipment orders and in collaboration with the Head of Logistics and Regional Vehicle Fleet
- Manager, supervises the disposal or donation of vehicles and equipment (e.g., Request of GL, auction procedures, administration process) related to ICRC Mozambique
- Ensures that waste generated by ICRC vehicles, generators and workshops are treated an in an eco-friendly manner
- Acts as administrator of the Fleet Management Software/Tracking system applications and updates and uses them to an analysis data, generate reports and take corrective actions
- Maintains regular and proactive communication with Regional Fleet Manager and Regional Fleet Team counterparts
Requisites
- Technical degree on automotive technology or equivalent
- Accredited management training
- Excellent command (written and spoken) of English and/or French
- Very good skills with computers and workshop finances
- 3–5 years’ experience working in transport or an automotive workshop
- Good mechanics skills
- Good knowledge of the political situation and social and cultural norms of the area of assignment
- Two years’ management experience
- Experience working in a foreign country an asset Mum required and Experience
