• Worldwide Fund for Nature (WWF) has been working in Mozambique since 2001 and is currently implementing its second country strategy (2020-2030), whose goal is for WWF Mozambique to influence and ensure sound management and responsible stewardship and use of Mozambique’s unique biodiversity for the benefit of present and future generations. The strategy, underpinned by the fact that the wellbeing and prosperity of Mozambicans is dependent on nature and that, today, the rate of loss of this life-support system demands urgent and effective action, is anchored around three conservation pillars, namely: i) inclusive conservation of habitats and species; ii) sustainable and equitable livelihoods; and iii) greening the footprint of economic development. The strategy will focus on six priority landscapes and seascapes, namely, Lake Niassa & Lichinga Plateau, Greater Limpopo Transfrontier Conservation Area, Quirimbas Biosphere Reserve, Zambezi Delta, Primeiras & Segunda Environmental Protected Area, and Inhambane seascape
• Therefore, WWF Mozambique seeks to recruit a Monitoring & Evaluation (M&E) and Geographic Information System (GIS) Officer to be responsible for supporting M&E functions and activities in its conservation programme in Inhambane seascape. The role requires an enthusiastic, effective, proactive and very well-organized person who is able to work with minimal supervision in a field-based setting. He/she will:
• Support program and project activities with respect to development of M&E systems and processes including data collection, analysis and reporting, as well as visualization of data using GIS, Excel, Power BI, Tableau or similar dashboards
• Facilitate and support assessments, baselines, middle and final evaluation conducted in-house or through third parties
• Develop the capacity of field program/project teams and implementing partners on M&E data collection, data entry, analysis, evaluation, reporting and on documentation as well as, in the use of GPS
• Assist the community-based organisation and community-led monitoring initiatives in participatory monitoring efforts

Duties

• Develop and implement MERL Plan and coordinate M&E activities in the field
• Support the development of project indicators at different levels, defining key M&E data to be gathered and designing instruments for data collection
• Socialise the MERL of the program and projects, including performance indicators, baselines, targets, and means of verification
• Create and maintain database systems for Projects Logical frameworks, result matrix and prepare comprehensive schedule for data collection in collaboration with other project team members, implementing partners and community facilitators
• With the support and guidance of M&E Manager, develop and support baselines, reviews and evaluations
• Support and monitor implementing partners in data collection and M&E compliance, as well as in their reporting including supervising and coordinating data collection activities at community and district levels and provide technical backstopping/validating field data/reports
• Assist to develop and submit quarterly and monthly work plans to ensure timely and successful implementation of project M&E activities
• Manage and update data on the database regularly including making regular quality evaluation of the data and collating and analysing in-house and field data, creating visualization dashboards to support decision-making
• Attend meetings related to Monitoring and Evaluation with other NGOs, Government offices and improve the flow of information among these institutions
• Document outputs of field processes, significant accomplishments and lessons learned to inform adaptive natural resource management
• Disseminate M&E results and information to staff, communities, government and other stakeholders
• Develop and implement a system to keep the programme managers on track to comply with donor reporting requirements and developing brief quarterly reports
• Support in the preparation of M&E reports/documents on project activities for donors, and ensure adequate documentation (including success histories, lessons learnt, best practices, and appropriate learning materials to support CBOs capacity building and program planning process) for all activities implemented
• Work closely with the M&E Manager to publish regularly the results of work done in relation to projects in the field and ensure that all technical reports and other relevant documents are posted
• Provide supervision and on-the-job training of data processors where appropriate.
• Assist in the development and capacity-building of the project staff, implementing partners and beneficiaries on M&E skills as necessary for data collection, data entry, data process and analysis
• Facilitate the development of appropriate project GIS data related to location of project activities, area covered, etc.
• Prepare comprehensive analytical data information tables that can be linked to GIS metadata to show visual geographical analysis
• Prepare informative maps and graphs with M&E information to visualize trends, etc.
• Use of GPS to get coordinate points and plot the info collected in thematic maps
• Use Power BI to tap into databases and develop interactive visualization dashboards
• Perform other relevant duties as requested by the Supervisor

Requisites

• Degree in Social Sciences, Marine Biology, Project Management, Natural Resources Management, Geographical Information Systems (GIS), Data analyses, Data science, Statistics, Business Administration or related fields
• Work-related formal courses on M&E, participatory planning, data management, Power BI, GIS, etc. will be an added advantage
• Minimum of 3 years proven professional experience as an M&E officer, data manager in the field of marine and coastal resources management, natural resources management, agriculture or other development activities in a national/international co-operation agency, government or private sector
• Experience in use of statistical and GIS related packages and software such as SPSS, Stata, Mapinfo, ArcGIS, Idrisi or any open-source GIS
• Good understanding of integrated conservation & development programs including gender, nature conservation agriculture, community savings, natural resource management, fisheries, marine and costal biology, protected areas management, etc.
• Good use of Microsoft software including Power BI, Advanced Excel, Access, etc.
• Excellent Portuguese and English communication skills (oral and written
• Excellent inter-personal skills, including the ability to develop and maintain strong relationships at all levels, including with local communities, government agencies, and the scientific community
• Be a dynamic and proactive person and show commitment with conservation and development work in remote locations in Mozambique
• Be a very well organized, paying attention to details and having strong analytical skills
• Be a good team player, having experience working in multidisciplinary teams
• Have passion and commitment with community field work in natural resource conservation and sustainable livelihood development
