DAI SPEED is recruiting for a Consultancy Opportunity: Development of a Training Manual for Veterinary Border Control Technicians for the USAID SPEED Project, to be based in Maputo, Mozambique.
Description
- The USAID SPEED Project is seeking a consultant, for a total of 30 days, from December 2024 to March 2025. The consultant must have expertise in animal health, particularly in sanitary and phytosanitary measures for animal products. The consultant will be responsible for developing phytosanitary manuals for veterinary border inspectors and conduct training for technicians from the Ministry of Agriculture and Rural Development (MADER)
Duties
- Conduct a desk review of local and international standards for animals’ inspection
including World Organization for Animal Health (WOAH), Codex Alimentarius, WTO and
others
- Perform a rapid analysis of the current manual taking into account international best
practices and provide recommendations for its improvement
- Define and categorize the Border Inspection Points (BIP) considering the main points of
entry (land, marine and air) and identify infrastructure needs
- Update the inspection manual considering the alignment with international and local
practices detailed quarantine procedures to be followed and current dynamics of
occurrence of pest and diseases
- Develop the training package (training materials, tests, and other materials) and conduct
the training with MADER staff and key stakeholders
Key Deliverables
- A Phytosanitary Training Manual for Veterinary Border Control Technicians aligned with
national and international guidelines in portuguese
- Powerpoint presentation on the above in english and portuguese
- A consolidated report on the training of MADER staff and other stakeholders
Requisites
- Bachelor’s degree in veterinary sciences or any other relevant field required. Advanced
degree (Masters) preferred
- Profound knowledge and good experience in
- Relevant experience in international phytosanitary standards
- Knowledge of inspection, licensing, imports and exports procedures for animal products
- Knowledge of sanitary and phytosanitary laboratory procedures
- Knowledge of national and international legal frameworks on phytosanitary inspection
and quarantine is preferred
- Ability to effectively manage and deliver technical assistance on time and within budget.
- Experience working on USAID-funded projects is preferred
- Excellent organizational, technical and communication skills with a willingness to take
initiative
- English and Portuguese knowledge are required
