Solidarites International is recruiting an Activity Manager WASH Infrastructure, to be based in Mocimboa da Praia, Mozambique.
Description
- SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO that, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters, responding to their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the number one cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Currently present in Mozambique since 2019, SI carries out emergency/post-emergency programmes in the WASH sector in the Cabo Delgado region

- Job overview: The WASH Infrastructure Activity Manager supports the WASH Program Manager in overall management of the infrastructure program in all of its locations
- S/He is in charge of implementing infrastructure activities as described in the proposals
- S/He is the hierarchical manager of the project operational Infrastructure team.
- S/He guarantees the quality of infrastructure project activities and suggests necessary adjustments or developments
Duties
Relevance, quality and design of project activities
- Support the Program Manager in identifying appropriate methodologies for project activities and sound technical solutions to local populations’ needs
- Identify the necessary means and resources for project activities including financial, logistics and staff needs
- Ensure project activities are implemented in accordance with Solidarités International technical standards, humanitarian norms and standards as well as donor requirements
- Ensure project activities reach the expected results and are sustainable
- Support the Program Manager in preparing and developing new project proposals
Projects implementation, monitoring and evaluation
- Ensure that assigned activities are implemented according to project work plan and methodology validated by the Program Manager
- Plan and supervise the implementation of project activities, in accordance with the project work plan, technical specificities and methodology validated by the Program Manager
- Prepare and elaborate assessment methodology and reporting formats to ensure timely and high-quality information gathering
- Design and supervise needs assessments related to WASH projects: water, sanitation and hygiene; distribution and all relevant projects
- Make sure communities are involved in the design of implemented projects and ensure acceptance of the projects by the targeted communities
- Use Solidarités International standard tools for project progress follow-up
- Monitor project activities and make sure project indicators are tracked
- Anticipate problems, report any constraints met during project implementation, and propose appropriate solutions
- Refine and adjust project activities according to context and target population’s changing needs, with the Program Manager approval
- Evaluate project results and impacts, design and supervise final project evaluation
- Contribute to project budget forecast and follow-up
- Take part in the purchasing process
- Assist the Program Manager and Logistics Department in the follow-up of field stock, materials and equipment
Human Resources Management
- Carry out the recruitment of national technical employees for its/their activity(ies)
- Welcome and brief new employees, daily workers, community workers working under his/her responsibility
- Provide technical guidance, and capacity building to his/her team
- Evaluate and assess the performance of the members of his/her team
- Identify the potential for development of the members of his/her team(s) and pass on the information to the Program Manager
- Contribute to HR follow-up and prepare planning for operational teams
- Respect and make sure that the team respects Solidarités International humanitarian principles, working procedures and safety rules
Reporting/coordination/communication/representation
- Prepare weekly progress reports and other reports in English/Portuguese as necessary
- Draft monthly reports on the progress of project activities, and provide project updates as necessary
- Support the Program Manager in drafting reports to donors or local authorities
- Draft Activity Description sheets for each project activity
- Ensure proper archiving of key project documents, including beneficiary lists
- Draft a handover report before the end of his/her contract
- Report back to the Program Manager any information on the security context or any event that may affect Solidarités International activities and team security
- Carry out regular team meetings to plan and inform members of decisions
- Facilitate good coordination and communication between Solidarités International and local authorities, communities, beneficiaries and other project partners
- Participate in coordination meetings and workshops when requested and draft meeting minutes if necessary
Requisites
- Studies: Diploma of engineer
- Experience: At least 1 year's experience in a similar position, preferably in a humanitarian context or in an international NGO
- Languages: Fluent in Portuguese / very good English / Maconde, Swahili, Mwani recommended
- Computer skills: Excel, drawing software
