The British Government is recruiting a Humanitarian Policy Manager, to be based in Maputo, Mozambique.

  • The selected candidate will join a diverse, and supportive team of over 60 staff employed by the British High Commission (BHC) in Maputo. The role sits within the Human Development, Climate and Humanitarian (HDCH) team but may support work across the mission
  • The principal purpose of this post is to provide administrative and project support to the HDCH programme team, and to the team’s projects. You may be asked to provide support to other teams as BHC Maputo’s programme portfolio evolves. The role requires a basic level of administrative skills, financial management understanding, a self-starting attitude, and ability to work independently under minimum supervision and guidance
  • The post holder will work closely with programme management colleagues, including the HDCH Team Leader. They will also lead on wider corporate contributions to ensure that BHC Maputo is a great place to work and will role model values and behaviours
Duties
Context Analysis
  • Support Humanitarian Advisor in having clear picture of the overall humanitarian context in Mozambique. This will include a specific focus on climate disasters and response, preparedness and anticipatory action. Develop strong understanding of climate disaster risks, government planning for preparedness and prepositioning, contingency planning and related areas
  • Contribute technical expertise to cross-British High Commission context analysis on risks, challenges and helping to define space for the UK to position itself on responses to climate disasters
  • Reviews of ongoing developments in Mozambique (and regionally) on anticipatory actions and early warning systems, and finding links with UK programming and advocacy
Liaison with Government Disaster Management and external actors
  • Establish strong contacts with relevant government bodies working on policy and response to climate disasters. Postholder will provide support to the BHC on understanding and drafting documents for BHC on gov’ts response to climate disasters
  • Represent the BHC at external forums on climate disaster response and preparedness, proactively building and developing stakeholder relationships to influence sector policy, and ensuring messaging is aligned with UK priorities
  • Technical advice on resilience and anticipatory actions
Programme oversight
  • Under the supervision of the Humanitarian Advisor, support the implementation of an existing 5-year humanitarian programme (currently in year 3). Develop strong relationships with partners working on climate response, anticipatory action and early warning, and monitor their progress towards achieving objectives. Track challenges on delivery of goals and milestones, raise issues with advisor and programme officer, and ensure compliance with UK programme rules
  • Work closely with the Social Development Adviser on the roll out of shock-responsive social protection, and provide technical support as required to ensure government adoption of standards around cash response
  • Support the Annual Review of the Humanitarian programme, through drafting recommendations for partners and for FCDO on how to improve delivery and address challenges that have arisen
Policy & advice across the British High Commission
  • Be an effective member of the wider UK team. You will be expected to play a visible and constructive role in the wider FCDO and British High Commission Maputo. You will contribute to briefings, supporting senior visits, and completing/contributing to corporate returns and other corporate leads as required. The postholder will also be expected to contribute proactively to team, and cross office/mission people, policy and programme initiatives. There will be opportunities to play roles on workstreams outside of the jobholder’s core work areas
  • Represent and advance UK interests and policies by supporting the UK campaign goal for humanitarian and inclusion, through effective strategic and day-to-day management advice and guidance of UK humanitarian programmes and linkages to social protection programmes, to protect the most vulnerable and promote economic growth and stability
  • Maintain a close analysis of regional humanitarian developments around preparedness and response to climate disasters including monitoring cyclonic activity, regional impacts, and contributing to BHC analysis of risks
Requisites
  • Background and knowledge of climate response, anticipatory action and early warning systems
  • Ability to organise and prioritise own work and deal with a number of matters simultaneously
  • Strong communication skills to include good drafting in English
  • Strong administrative and organisation skills including working knowledge of Microsoft Excel, Word and Power Point, MS Teams
  • Good spoken and written English and Portuguese
  • Formal qualification or professional accreditation in field related to conflict or climate, as well as experience working in humanitarian contexts would be an advantage
