The Foundation’s Mozambique office works closely with the USG team, UNICEF and partners and the Ministry of Health in Mozambique, including the provincial and district health teams, to support integrated HIV Clinical programs in four provinces.

The Foundation’s approach is to support the Ministry of Health in increasing access to family-focused PMTCT and Care and Treatment programs. In line with the Foundation’s mission, the program wants to ensure inclusion of children and ensure their access to quality prevention, care and treatment services.

The Technical Team, lead by the Technical Director, has as its objective to strengthen the capacity of Mozambique health system to deliver sustainable, high quality, cost-efficient HIV prevention, and care and treatment services. The Technical Director will work closely with the Country Director and the rest of the Senior Management Team, to develop the vision and strategy for the Foundation’s program in Mozambique and provide effective leadership and direction, ensuring that EGPAF Moz delivers on its objectives and key performance requirements as set out in the Strategic Plan, Transition Plan and program agreements.

The Technical Director will work closely with the Country Director, Program Officer and Operation Director to manage the Mozambique program. He/She will coordinate with the EGPAF Scientific Directors and PCTS and other technical staff in HQ and RO to ensure coordinated implementation of the EGPAF Mozambique overall Program

The Technical Director ensures that all technical activities (PMTCT, Care and Treatment, Pediatric C&ART, M&E and Quality Assurance, PSS and community support) are all integrated and implemented in an effective and qualitative way to ensure the highest benefit for the target group. The Technical Director will ensure that all technical activities are coordinated and in line with the MOH policy and the donor agreement.

Duties
  • Lead the technical development and promote a vision to the FAI program, in terms of program strategy, COP application, Project Heart reapplication development, contribution to policy/guidelines, and funding needs/opportunities
  • Provide technical leadership, overall management, and technical direction for the EGPAF’s Family AIDS Initiatives program in Mozambique
  • Build a strategic and coherent program of technical assistance to MOH at all levels in the area of HIV care and treatment in line with EGPAF’s mission and vision
  • Provide guidance in planning and implementing technical program activities and technical assistance as appropriate and necessary
  • Coordinate with DPP to facilitate effective communication and teamwork between the technical director, the technical team and the DPP and provincial teams
  • Provide leadership, guidance and supervision to technical team, to ensure that the teams provide comprehensive and effective support to EGPAF staff in the province
  • Ensure that the Technical Team provides technical inputs and assistance to the MOH and other partners, with particular reference to development of national policy and guidelines
  • Work closely with Director of Provincial Programs (DPP) to ensure timely and effective implementation of planned program activities, ensuring that program objectives and targets are met within the agreed upon time-frame and budget
  • Monitor progress toward meeting program objectives and make changes to program design as needed
  • With DPP identify and respond to capacity building needs of DPS and SDSMAS to ensure successful development and implementation of sub-grants program description, subgrant provincial and district plans
  • Work closely with Director Strategic Information and Communication (DSIC) to facilitate coordination between SIC and Technical Teams to ensure adequate monitoring of program activities and performance, incl. assessment of quality of service delivery, as well as identifying, designing and implementation of program evaluations, documentation of lessons learned and operations research
  • Participate in all budget planning and development related to technical activities as well as monitoring of expenses against the planned budget to ensure efficient use of funds
  • Interface with national government , donor agencies and other relevant agencies to achieve a mutual and respectful understanding of programs and to avoid duplication
  • Ensure contribution of technical team to technical program reporting
Requisites
  • Medical Doctor or RN with Master in Public and or International Health with at least 4 years of experience working in HIV/AIDS programs and international health
  • Excellent knowledge of the principals guiding the USGOV/OGAC programs and funding
  • At least 3 years of proven project management experience in the design, administration, management and implementation of international health programs in developing countries, including supervision and reporting
  • Knowledge of USAID GOVERNMENT Health Program including HIV/AIDS program
  • Demonstrated Skills and knowledge in program design and management including Budget
  • Excellent analytical, oral and written communication skills
  • Excellent diplomatic manners and negotiation skills needed to coordinate with Governments
  • Ability to present EGPAF program for donors and MOH
  • Essential Skills and Abilities
  • Extensive clinical experience and excellent knowledge of Prevention, care and treatment of HIV infected adults and children in resource poor settings
  • Understanding of the Mozambique Ministry of Health, including the policy and management structures at national and provincial level
  • Extensive skills and knowledge in monitoring and evaluation (both quantitative and qualitative methods) of PMTCT, care, treatment and support programs
  • Ability to manage multiple priorities and projects while working as part of a team
  • Good understanding of international development context, experience in international development sector (NGOs , direct bilateral, multilateral)
  • Experience in staff management
  • Knowledge of principles and practices governing USAID and/or other federal grant programs
  • Good knowledge of Microsoft Office applications (Excel, Word, PowerPoint, Outlook)
