The purpose of this position is to manage, in conjunction with the Regional HR Manager, the human resources function with a project or project(s) with particular regard to policies and activities in the areas of recruitment and selection, training, wage and salary structures, safety and industrial relations as they affect the company within the project. To work with the Regional HR Manager on implementing corporate and regional HR initiatives.
Duties
Manpower Management
- Contract Management
- Liaise with project and operations to review upcoming manpower requirements with Regional HR manager
- Establish annual vacation schedule for employees and above on projects
- Expedite monitoring reports
- Liaise with Regional HR on Performance Management System requirements for D1 and above projects
- Promote HR Policy within the project
- Provide monitoring feedback to the Regional Manager, relevant line managers
- Make recommendations to the Regional Manager, relevant line managers on current Regional specific HR policies and procedures
- Keep abreast of current HR Trend
- Establish contacts/relationships with relevant government authorities
- Continuously identify areas where local HR policies can be established
- Interpret Corporate policy and periodic goals and adapt to local circumstance
- Prepare monthly HR reports
- Coordinate Settlement/Payments
Recruitment / Selection
- With the Regional HR Manager - manage recruitment activities for the project
- Facilitating the involvement of other company staff in recruitment, interviews, presentations, etc
Personnel Records
- Leave request entitlement, visa expiry date and local paperwork as required within the project with Regional HR Manager
- Ensure that all data is accurate and up to date and entered into the HR profile
- Ensure that paper personnel records fields are maintained and updated regularly on all employees of the company
- Personnel files could contain certain details such as salary and career progression in the company, details of working and education background before joining the company, reports from periodic assessment of individuals and any other information which the HR Manager deems appropriate
Industrial Relations
- Manage labor disputes with local authorities in conjunction with relevant line managers, Government Relations Officers and the Regional HR Manager / Regional Manager as required
- Resolve employee / IR issues with employees within the project in conjunction with relevant line managers and Regional HR Manager
- In conjunction with Regional HR Manager implement regional and corporate Industrial Relations Policies and Procedures and ensure that they comply with labor laws of the Region
- With the Regional HR Manager advise on the settlement of disputes within the project and negotiations with employees which may subject to the skills, competence and experience of the HR Manager include representation of the company's interest at labor court hearings
- The Project HR/IR Manager will seek the advice and assistance of the Regional HR Manager in resolving these issues to ensure consistency of approach across the region
- Must ensure that procedures and guidelines are established for the handling of industrial relations problems of localized nature by management
- Management within the project should be fully informed of their responsibilities and scope in dealing with IR problems
Wage and Salary Structure
- Follow Regional HR Managers in the implementation of the Regional wage and salary structures
- Responsible for implementing in the project, company policy in respect of performance related systems of salary determination. Implement agreed policy
- Assist the Regional HR Manager in facilitating training of staff in operation of company appraisal schemes
Training / Development
- Pursue, in conjunction with Regional HR Manager / Line Manager identified training needs for employees within the project
- Establish in conjunction with the Regional HR Manager, the annual forecast for training budget
- Ensure training needs of employees are identified and registered
- Produce project specific reports on the progress of training as required for people on that project
Staff / Welfare
- Responsible, in conjunction with the Regional HR Manager/Financial Manager for facilitating arrangements for the provision of pension and health insurance entitlements for staff in accordance with company policy
- Update with the Regional HR Manager all medical/Personal Accident Insurance Information for all employees on the project
- Ensure that reports are completed in accordance with timelines set out in the Region
Others
- Checking the status about personnel returning from vacation to the project and follow up for resumption
- Ensure the provision of appropriate accommodation to employees subject to their position in the organization and status
- Any other ad hoc duties as assigned from time to time
Safety and Quality Responsibilities
- Maintain standards of safety and comply with Company's Health, Safety & Environment Management System requirements
- Take reasonable care of ones' own health and safety and that of others in the work place
- Follow and maintain company standards of Quality in accordance with Company Quality System requirements
Requisites
- Degree Level Qualifications in a relevant discipline
- 5-8 years related work experience in a HR environment preferably in a construction environment and within projects
- Experience in Employment Law, Management, Remuneration systems, performance management, negotiation skills, consultation, interviewing procedures and counseling
- Be able to communicate in English and Portuguese
- Have strong working knowledge of Labour laws and any other respective local laws
- Be able to travel between sites
- Must be authorized to work in the country where the position is located
