Technical Advisor Care & Treatment

The Foundation's Mozambique office works closely with the USG team, UNICEF and partners and the Ministry of Health in Mozambique, including the provincial and district health teams, to support integrated HIV Clinical programs in four provinces. The Foundation's approach is to support the Ministry of Health in increasing access to family-focused PMTCT and Care and Treatment programs. In line with the Foundation's mission, the program wants to ensure inclusion of children and ensure their access to quality prevention, care and treatment services.

The Technical Team, lead by the Technical Director, has as its objective to strengthen the capacity of Mozambique health system to deliver sustainable, high quality, cost-efficient HIV prevention, and care and treatment services. The team consists of a Clinical Support Team and a Psychosocial and Community Support Team. The Technical Advisor will lead and coordinate the Clinical Support Team to provide the technical support and inputs to EGPAF staff in the provinces as well as MOH staff at different levels, to increase the capacity to support and provide quality, well-integrated HIV clinical services.

In addition, the Technical Advisor will function as Technical Advisor for adult care and treatment services and work to support the national AIDS care and treatment program to improve access, quality, and uptake in ART services and link with the PMTCT program to keep families healthy.

Duties
As Clinical Support Team leader:
  • Ensure and coordinate inputs from team and participate in the development of an overall PMTCT and Care & Treatment partner strategy that supports the Government of Mozambique and Ministry of Health national strategy for expanding PMTCT and Care & Treatment and associated care and support services
  • Provide guidance, coordination and supervision to the Clinical Support Team to ensure that the team provides comprehensive and effective support to EGPAF staff in the province
  • Develop annual and quarterly work plans for the clinical team ensuring they are aligned with provincial work plans
  • Monitor implementation of team work plan and review on a quarterly basis
  • Monitor implementation of quality of HIV services through regular data monitoring and field visits
  • Contribute to the development of the program descriptions for DPS and SDSMAS subgrantees
  • Participate in review of applications for EGPAF support to ensure appropriateness, completeness and likelihood of success
  • Guide and support the implementation of QA program
  • Work closely with M&E staff regarding indicator development and quality measurement
  • Ensure effective coordination of clinical program components with other relevant clinical partners
  • Participate in relevant technical MOH, partner and donor meetings
  • Ensure that Technical Director remains updated regarding implementation of planned activities and implementation challenges
  • Contribute to program reporting for the different clinical program components
As Technical Advisor for Care and Treatment Services:
  • Provide technical direction to the implementation of the Care and Treatment program to ensure the development of a comprehensive ART program and high quality service delivery
  • Provide technical inputs and assistance to the MOH and other partners, with particular reference to development of national policy and guidelines related to care and treatment and related clinical services, including clinical protocols, drug formularies, training materials, and M&E tools
  • In collaboration with partners, assist in documenting 'lessons learned'' in-country
  • Work to ensure creating a strong linkage between PMTCT and Care and Treatment and other clinical services
Requisites
  • Medical Doctor with at least 2 years of experience working in HIV/AIDS programs and international health
  • At least 3 years of proven project management experience in the design, administration, management and implementation of international health programs in developing countries, including supervision and reporting
  • Master´s in Public Health or other relevant master degree is an advantage
  • Extensive clinical experience and excellent knowledge of care and treatment of HIV infected adults and children in resource poor settingExtensive skills and knowledge in monitoring and evaluation (both quantitative and qualitative methods) of PMTCT, care, treatment and support programs
  • Skills and knowledge in program design and management including institutional capacity building and systems development
  • Demonstrated skills and knowledge in quality of care assessment and assurance tools
  • Excellent analytical skills
  • Oral and written communication skills
  • Proficiency in English (both oral and written)
  • Good oral, written and reading Portuguese skills
  • Ability to manage multiple priorities and projects while working as part of a team
  • Good understanding of international development context, experience in international development sector (NGOs , direct bilateral, multilateral)
  • Energetic, independent, self-motivated
  • Good knowledge of Microsoft Office applications (Excel, Word, PowerPoint, Outlook)
  • Understanding of the Mozambique Ministry of Health, including the policy and management structures at national and provincial level
  • Knowledge of other partners in Mozambique, contributing to extended PMTCT/ART components, e.g. training of VCT counselors, community care and support, care of orphans and vulnerable children, etcetera
  • Knowledge of principles and practices governing USG grant programs an advantage
  • The Management reserves the right to delegate other responsibilities to the incumbent as needed
