The Project Director is responsible for providing overall vision, leadership and guidance for a DFID-funded project that will explore the potential effect of demand side interventions, and complementary support to facilities, on the utilization and quality of institutional deliveries in Mozambique. The Project Director will develop, maintain, strengthen and expand a collaborative approach with project partners and key stakeholders, in addition to overseeing operations research design to inform a second phase of implementation. This position is contingent upon award from DFID/Mozambique.
Duties
- Provide overall vision and leadership to the project including the articulation of the demand and supply components
- Provide leadership and direction to ensure the strategic and programmatic as well as technical and financial integrity of the program
- Ensure project’s objectives and goals will be achieved by harnessing appropriate personnel as well as material and financial resources that are cost-effective and necessary for continuity and sustainability of the program
- Cultivate relationships and alliances with the Ministries of Health (MISAU) and Women and Social Action as well as the donor and other stakeholders in Mozambique to design a program outline according to each agency’s collaborative contribution and coordinate with other ongoing maternal health projects and partners in Mozambique
- Provide overall vision and guidance for the research design and methodology during project the project inception phase for operations research
- Implement activities and ensure the project is technically sound with evidence-based plans that are responsive to the needs of Mozambique and the DFID donor
- Draft and revise technical materials and reports of project activities and results to DFID including progress and annual reports
- Responsible for directing the planning and management of the project at all phases of program development which will ensure the project’s financial and sustainable integrity
- Present progress and achievements to key stakeholders including the donor and partners
- Work collaboratively with the Jhpiego Mozambique office and headquarters staff to ensure proper financial projections and spending as well as reporting and compliance with project terms and conditions
- Advise on technical issues and participate in relevant technical advisory groups with counterparts and partner institutions
- Troubleshoot to prevent and resolve potential problems and review outputs for quality control
- Maintain productive and consistent communication with key personnel and other staff
- Ensure compliance with DFID operational policies and regulations
- Directly supervise several key members of staff
Requisites
- Advanced degree in Public Health, Social Sciences or related field
- Experience in knowledge of community-level issues impacting upon access to health services and developing successful, replicable and sustainable projects
- Minimum ten years’ experience in project management experience, including monitoring and evaluation, in large, multi-year international health sector development programs
- Demonstrated experience in managing and working on donor-funded programs in Mozambique, particularly maternal health programs
- Proven leadership, strategic thinking, organizational, team-building and representational skills
- Proven track record managing a project team composed of several technical experts, project, finance and administrative staff for at least two years
- Demonstrated professional leadership capacity with international donors, public health government officials and private sector
- Demonstrated experience in implementing public health projects with considerable funding in developing countries
- Strong leadership and technical capacity to support service delivery
- Excellent interpersonal, writing and oral presentation skills
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
- A team player accustomed to building team capacity, delegating work to teams and developing communities of learning among host-country partners and counterparts
- Fluency in Portuguese and English
- Ability to travel in Mozambique
- Computer literacy such as Microsoft Office and Outlook
