ICMA (the International City/County Management Association) is a premier local government leadership and management organization founded in 1914. Its mission is to create excellence in local governance by advocating and developing the professional management of local government worldwide.
ICMA is an internationally recognized publisher of information resources ranging from textbooks and survey data to topical newsletters and e-publications. ICMA provides technical assistance to local governments in emerging democracies, helping them to develop professional practices and ethical, transparent governments. ICMA performs a wide range of grant and contract funded work both in the U.S. and globally, which is supported by federal government agencies, foundations, and corporations. The overall goal of the Coastal City Adaptation Project (CCAP) is to increase climate resilience in selected Mozambican coastal cities. To do so, CCAP will assist vulnerable coastal cities to incorporate climate change projections into their planning processes and to undertake adaptive measures. This will be achieved using an approach that is consistent with the programmatic and management objectives described throughout this section. Direct beneficiaries will include municipal and government authorities, local communities, civic organizations, and academic institutions. CCAP has three integrated objectives: (1) Improve the provision of climate-resilient urban services by municipalities; (2) increase adoption of climate resilience measures by communities, civic, and community organizations, including civil society, nongovernmental, and faith-based organizations and universities; and (3) increase local awareness of economic risk-management tools for at-risk urban infrastructure and livelihoods.
The PPP Specialist will assist CCAP integrate private public partnership (PPP) models within municipal service delivery to ensure meaningful impacts and sustainable results of the CCAP. The Specialist will assist the municipality and CCAP team to identify potential PPPs, and developing preparatory documents for identified PPPs. She/he will be based in the Maputo project office, but will also provide support as needed to the municipal Team Leaders and their embedded municipal advisors. She/he will travel to the offices of the participating CCAP municipalities as required.
