Coordination and Policy Management Specialist

UN Mozambique is one of the original eight pilot countries for Delivering as One. Delivering as One is a reform to increase country level coherence, efficiency and effectiveness. Four years into this change programme, UN is today more coherent in tackling development challenges and better use of UN knowledge and expertise to deliver results.

In taking Delivering as One further, “the Second Generation" the progress already achieved will be reinforced by encouraging stronger collaboration and a push towards delivering more upstream policy support. One of the initiatives is the establishment of a new joint organizational structure “Development Results Groups" to strengthen the focus and collaboration around delivering qualitative results. A structure that allows knowledge sharing across agencies and collaboration to prepare and coordinate the roll out of UN Development Assistance Framework (UNDAF) 2012-15.

In the UNDAF the UN has committed to ensure a stronger upstream role and impact in providing policy and capacity development support. The ambition responds to a demand from national counterparts as well as international development partners and is supported by the findings of various studies and evaluations in recent years. To deliver on this commitment, the UN is already, through its programmes, working with line Ministries on a range of policy issues, but has identified a need to have a mechanism to respond to Government demands and upcoming and emerging policy issues. Hence, the UN Mozambique Is planning to set up a policy facility to support and enable policy and capacity support that is closely connected with the UN Resident Coordinator’s office.

Under the guidance and direct supervision of the UN Resident Coordinator, the Coordination and Policy Management Specialist will manage the Resident Coordinator’s office; support the Resident Coordinator in enhancing system-wide coherence by providing strategic and operational guidance on UN Reform; strategic partnership engagements and outreach, and to strengthen the capacity of the UN Country Team to coordinate and plan an integrated UN response to emerging development issues in Mozambique particular by facilitating the establishment and running of the policy facility.

Duties
Summary of key functions
  • Lead strategic advisory team of the RC and management of Resident Coordinator's office
  • Advise the UN Resident Coordinator on UN reform, UN Mozambique substantive opportunities and challenges, and UNCT effectiveness in context of second generation of Delivering as One results
  • Lead the RCO/UN team, manage and advise the UN Resident Coordinator on Development Partners (international diplomatic community) Chairmanship role in Mozambique
  • Provide management, strategic, operational and coordination support and advice to strengthen UN's upstream policy advisory and normative role

Lead strategic advisory team and provide advice to the RC and management of Resident Coordinator's office:

  • Lead the professional and support team at the RCO office and supervise the activities of the RC Office. Ensure close cooperation and coordination between the work of the RC Office and other coordination mechanisms of the UN
  • Advise and support the evolving UN's role in responding efficiently and effectively to emerging issues in the socio-economic development context and aid architecture
  • Liaise with the Multi-Partner Trust Fund (MPTF) on issues relating to the One Fund, monitoring and control the usage of the funds
  • Support the Resident Coordinator in the preparation and coordination of a UN Resource Mobilization Strategic Plan, based on clear needs assessments and other identified priorities and strategies

Advise the UN Resident Coordinator on UN Reform, substantive opportunities and challenges for enhancing DAO, coherence, efficiency and effectiveness:

  • Act as the UN system-wide focal point for the Resident Coordinator and UNCT on UN reform, fostering dialogue and developing concrete steps to advance the country-level and system-wide UN reform agenda
  • Analyze, identify and lead on substantive issues to advance in UN Reform for better second generation results, such as deepening DAO at provincial level, and stronger links with Regional Economic Commissions for reform
  • Identify and recommend to the RC, proposals/actions for enhancing inter-agency cooperation and coordination, and, when appropriate and necessary, initiate under the RC guidance action for their implementation

Lead the RCO/UN team, manage and advise the UN Resident Coordinator on Development Partners (international diplomatic community) Chairmanship role in Mozambique:

  • Manage the Development Partners Group Co-Chair for UN (with WB co-chair) in terms of strategic agenda setting of the Development Partners policy dialogues and the joint DPG Policy dialogue process with Government
  • Lead the outreach function to all DPG members (all diplomatic missions in Mozambique) and UN agencies in relation to aid coordination priorities and interface on key development priority sectors with Governments
  • Ensure the active engagement of new, emerging development partners in the DPG process, meetings and dialogue

Provide management, operational and coordination support and advice to strengthen UN's policy advisory and nonnative role:

  • Launch and develop the UN Upstream Policy Advisory Facility to respond to national demand for policy advice and emerging development issues, such as extractive industries, inequality and inclusive growth
  • Ensure an effective policy response structure that closely links and reinforces UN's common organizational structure, its technical expertise and UN's programme for Mozambique (the UNDAF)
  • Coordinate and facilitate efficient utilization of UNs the normative, operational,  technical and policy expertise and knowledge networks in the country and globally to ensure best upstream policy impact in the country
  • Support and drive policy development processes including research, consultations and development and dissemination of UN policy products
  • Provide advice and develop UN advocacy strategy on key policy issues based on evidence, and policy advice produced through the policy facility
  • Ensure monitoring and reporting of processes and results

Requisites
Education
  • Master’s degree in Economics, International Relations, Social Sciences, Business Administration or other relevant field
Experience
  • At least 7 years working experience of working for UN or similar multi-national organization
  • At least 3 years experience from working within an UN Resident Coordinator's Office or equivalent coordination function
  • Proven experience from managing and coordination processes on policy issues
  • Experience from advocacy and communication work is an asset Good understanding of the national development context in Mozambique
  • Familiarity with UN Planning tools e.g. UNDAF CPAPs etc
Language Requirements
  • Fluency in English and knowledge in Portuguese is an asset
  • Excellent communication and drafting skills required
