The United Nations Interregional Crime and Justice Research Institute is hiring a Consultant (Ref. VA_76_CC_2013_Mozambique) for Maputo.
Duties
- The purpose of the assignment is to write a chapter, of 20 pages minimum, of the Standard Operating Procedures Manual, related to anticorruption measures for the use of custom officers
- The chapter Standard Operating Procedures have to be written taking into account the international legislation and standards; the relevant national legislation, procedures and relevant similar examples of Standard Operating Procedures and code of conducts, existing both at national and international levels
- The chapters will be included in a SOPs manual that will be compiled in collaboration with IOM and UNHCR, and secondly distributed at the Mozambican borders for custom officer border management
- Design and develop the chapter of the SOPs in the area of anticorruption for custom officer border management
- Provide an English draft of the chapters after three weeks (by 9 December 2013)
- Provide the final version of the Chapter in both languages: English and Portuguese
Requisites
- Degree in Law, Social and Political Science, Human Rights, Law, International Relations, or other relevant fields
- At least 5 years of experience in anticorruption measures, preferably with experience in Mozambique
- English and French are the working languages of the United Nations Secretariat
- For the post advertised, fluency in oral and written English and Portuguese is required Deep knowledge of the subject matter
- Meeting all deadlines
- He/She is independent and will not disseminate information acquired during the assignment
- Effectively applies knowledge of anticorruption issues within border controller officials
- Frames anticorruption issues within Mozambique, taking into consideration the international and national context
