Icon Institut is seeking a Team Leader for the "Technical assistance support to Setsan for monitoring and evaluation of the MDG-I for Mozambique" project. The overall objective of the project of which this contract will be a part is to accelerate progress towards achieving MDG-1c in Mozambique, namely to halve, between 1990 and 2015, the proportion of people who suffer from hunger. This projects aims at assisting Mozambique´s Technical Secretariat for Food Security and Nutrition (SETSAN) in its coordination, monitoring and reporting function for the MDG initiative in Mozambique.
Duties
- Monitoring of programme results and impact, based on the collection of agreed indicators
- Consolidation of the annual reports received from the three agencies and preparation of a harmonized annual report for approval by the Steering Committee and the EU Delegation
- Organisation of twice-yearly technical meetings and the annual political steering committee
- Organisation of the monthly coordination meetings with the 3 UN agencies at central level and in the field, especially in coordination office in Beira and Alto Molocue
- Coordination with other relevant donors and programmes (water and sanitation - WASH, health - PAMRDC, mother and child care), at the central and provincial levels and capture information on the results of these programmes
Requisites
- University degree in Agronomy, Rural Economy; Bio-Engineer, Macro-Economy or related field with a minimum of 10 years of experience
- Demonstrated knowledge of monitoring and evaluation systems
- Demonstrated skills of food security and nutrition analysis
- Excellent analysis and writing skills
- Perfectly fluent in English and fluent in Portuguese
- At least 10 years of experience in planning, implementing and coordinating development interventions in different countries including 3 years of experience as adviser for conception and implementation of monitoring and evaluation systems for Ministries of Agriculture or Rural Development or for International Organisations
- Several short or long term missions (minimum of 18 months in total) providing International experience for implementation of Monitoring and Evaluation systems in food security and nutrition programme
- Experience in nutrition, including: institutional aspects; international policies; nutrition assessments and experience in rapidly assessing information and developing recommendations
- Experience in food security programme including analysis
- Experience in coordination of multiagency food security related programme
- Experience in Southern Africa would be an asset
