Chemonics is recruiting an Engineering and Non-Clinical Oxygen (O2) Support Consultant (m/f), to be based in Maputo, Mozambique.
Description
  • The USAID Global Health Supply Chain Program-Procurement and Supply Management project team is conducting a recruit for an Engineering and Non-Clinical Oxygen (O2) Support Consultant to support a new O2 activity. The goal of the O2 activity is to provide assistance to countries selected by USAID leadership as it relates to the provision of O2 in response to COVID-19. The activity will focus on 1) coordinating in-country O2 supply; 2) procuring, delivering, and installing O2 equipment including pressure swing absorption (PSA) or vacuum swing absorption (VSA) O2 generators, O2 concentrators, and related items; and 3) delivering technical assistance (TA). This activity is expected to ramp up in as soon as possible and run through September 2021
  • The consultant will provide non-clinical TA, which will focus on building non-clinical human resource (HR) capacity to maintain and optimize O2 systems, develop facility-level O2 management and supply chain capabilities, devise country and regional strategies to maximize O2 availability, and ensure completion and sustainability of the O2 program. The exact activities included in this role are yet to be determined and will vary depending on local priorities
Duties
  • Illustrative activities fall in to four categories and may include:
Build non-clinical HR capacity to maintain and optimize O2 Systems
  • Train technicians, healthcare workers, and engineers in supplier-led operations and equipment maintenance and repair to ensure facility has HR capacity to keep equipment running 24x7 and coordinate refresher trainings after 6 months as needed
  • Develop and review training materials, including manuals, one-pagers, videos, etc. to ensure that they are tailored to each facility and collaborate with the supplier as needed
  • Coordinate with existing government training programs to incorporate equipment operations and maintenance in O2 systems programs by the end of 2021
Develop facility-level O2 management and supply capabilities
  • Develop and adapt protocols and standard operating procedures (SOPs) covering cleaning, testing, emergency, and hazards to ensure that facilities meet relevant regulatory and international (EIGA, cGMP) standards for safety and quality assurance
  • Assess and update facilities’ internal and external supply chain capabilities as well as the transportation methods and safety features used for delivery to improve the availability of O2 and provide recommendations
Ensure completion and sustainability of the O2 program
  • Assess total cost of ownership (electricity, supplies, maintenance, etc.) of procured equipment and identify levers to decrease total cost of ownership
  • Develop and execute transition plan for responsibility and ownership of O2 equipment to the private sector or host government
  • Coordinate and ensure completion of O2 program by ensuring timely delivery and installation of equipment and completion of all non-clinical TA activities by program end
Requisites
  • Bachelor of Science in Mechanical, Industrial Engineering, other relevant area of study, or local equivalent required, Advanced degree preferred
  • Minimum of 5 years of experience working in clinical or non-clinical medical settings
  • Demonstrated expertise in the management of medical oxygen and related equipment such as PSA/VSA, Oxygen Concentrators and Cylinders
  • Strong leadership, coordination, and capacity building skills
  • Experience conducting hospital level and/or regional/national supply chain capability and optimization assessments
  • Knowledge of Oxygen regulatory and accreditation standards as they relate to International organizations, such as Joint Commission (International)
  • In-depth understanding of local health sector context and capabilities
  • Prior experience working with USAID and/or other donors preferred
