Baseline Study of FAIR for ALL Project (m/f)

Description

• The FAIR for ALL consortium – comprising Oxfam Novib, Huairou Commission, SOMO and Third World Network-Africa (TWN-Africa) and other developing countries will support people in their collaboration with, and rightful demands towards companies, governments and multilateral organizations for economic, social and environmental justice, promoting global trade and value-chains that are FAIR for ALL
• Thus, the strategic objective of FAIR for ALL is a strengthened Civil Society which is capable of creating space and mobilizing people across geographies to demand and contribute to more inclusive and sustainable trade and value-chains that respect human rights, protect the environment and promote women’s economic empowerment. This implies rebalancing developing countries’ reliance on dominant primary-commodity value chains, reforming tax and trade regimes and increasing investment in local and national value chains that benefit small-scale farmers, workers and artisanal miners; in particular women and their communities. The strategic objective will be accomplished via the following four pathways:
• Pathway 1 strengthens civil society to co-create alternative business practices which share value more equally and empower women
• Pathway 2 strengthens Civil Society to advocate for a more responsible private and financial sector that upholds land rights, decent work, living wages, women’s and environmental rights and space for civil society to act
• Pathway 3 strengthens civil society to advocate for more accountable governments, multilateral institutions and regulatory frameworks – that is, for governments to effectively regulate the private sector
• Pathway 4 strengthens civil society to mobilize citizens for fiscal and trade reforms that enable domestic resource mobilization for increased social spending and investment in locally owned and diversified economies that produce jobs and income for local communities

Mozambique FAIR for ALL project

• The Mozambique FAIR for ALL program, which will be implemented by partners of Oxfam in Mozambique and SOMO, has four focus areas:
• Support the development of and promote alternatives to current business practices, and partnerships among value-chain actors based on viable business proposals
• Support civil society to engage and collaborate with the government
• Empower small-scale farmers in agricultural value chains (sesame and onion); strengthen institutions to increase access to markets; improve the competitiveness of small-scale agriculture; increase small-scale producer incomes and wages
• Support the development of legal frameworks for effective taxation of the extractives industry, including research on tax treaties tax trainings;144 support the investment of revenues in the sustainable development of inclusive agricultural value chains
• Geographical focus: Zambezia province, specifically the districts of Mocuba, Gurue and Alto Molocue

Nature and purpose of the study

• The baseline intends to assess the conditions and understand the context prevalent in Mozambique before start the program so that progress made throughout the project with respect to its targeted outcomes could be reliably measured. This is intended to develop measurable indicators and their present status, which enables generating evidence of changes and the impact as per agreed objectives and expected outcome. The baseline will guide and provide feedback to all the Consortium partners to reflect on the present strategies and challenges related to the program working areas and will be useful in materializing the strategic objective goal in a systematic way

The specific objectives of the baseline study are

• To provide situational analysis of the current status and dynamics of value-chains, practices, policies/frameworks, influential stakeholders and civic space per pathway
• To establish benchmark on Mozambique FAIR4ALL key outcome indicators for comparison and analysis upon program completion
• To assess the current capacities of CSOs (influencing skills, thematic knowledge, operational capacities)
• The baseline constitutes a major opportunity to gather evidence. This evidence has the dual purpose of enhancing thematic expertise within the program (which enhances the influencers’ effectiveness), and -by operationalizing these pathways within the projects- laying the foundations for the influencing strategies per pathway. This operationalization, in its turn will support the projects in (re)assessing their five-year targets on the FAIR4ALL program’s key outcome indicators
• The study is to be designed as a qualitative assessment. The consultant will be required to map the respondents at various levels- local, state and national- in tandem with the nature of the project. Robust methods and sampling techniques are to be used towards the fulfilment of the objectives of the baseline study

Duties

• Baseline assessment will consist with three key phases namely a) Inception, b) data collection and c) finalizing the report:
• Inception phase: - Consultant team will have an inception meeting together with Fair4All project team to understand the project and to collect required documents such as TOC, project proposal, results framework, etc. - The consultant team shall submit an electronic copy of the draft inception report to the project team as will be stated in the contract . Before preparing inception report, the consultant team should engage with relevant project team members to come to a consensus on the baseline assessment methodology, field visit plan, sampling and reporting format
• The draft inception report should include a detailed methodology including tools, sampling, baseline framework along with tools to be used to gather data/information, quality assurance mechanism of data /information collection, sampling, testing, roles and responsibility of team members, key milestone and detailed work plan
• The consultant team will be asked to make an oral presentation of the draft inception report, before the data collection. After feedback, consultant team can submit the final inception report including final tools. The inception report should be approved by the Fair4All before starting data collection
• Data collection phase:
• Consultant team will be provided all the Oxfam contact details. Field project team will arrange the field discussion as per the field visit plan to meet the primary stakeholders in consultation with the Oxfam partners in the selected districts . Oxfam will issue a reference letter for the team of consultant to contact stakeholders directly by themselves, and where necessary the local partners will assist in the identification and engagement of local stakeholders
• Finalizing the baseline report:
• Presentation: the preliminary results of the baseline assessment to be shared for validation with the Fair4 All project team after completion of data/information analysis by the consultant team
• Draft baseline report: This report will be shared after incorporating feedback which is received during the presentation. After receiving the draft final baseline assessment, the project team will provide feedback to the consultant team
• Final baseline report: The final report may be prepared after a few iterations of the report if the quality standards are not met within the first round. The Final report format to be agreed during the inception phase and included into the inception report. The final report should include the completed analytical framework of baseline assessment. The soft copy of the completed database should be handed over to Fair4 All project team with the final report. The following outputs will be produced:
• Draft Soft copy of the inception report including survey tools, analytical framework, sampling, methodology and analytical framework
• Electronic copy of draft report including datasets. Reporting format will be agreed during the inception Phase
• Preliminary Presentation of findings for validation
• Both soft copy and hard copy of the final baseline study report including datasets
• Timeframe: The consultant/agency will propose a timeline and adhere strictly to the survey schedule proposed.
• It is expected that the assignment would be completed within 25 working days from the award of the contract.
• This would be a Consultancy Contract for above said duration with a consolidated payment as per a pre agreed payment schedule
• Indicative timeline: The baseline assessment will be done in August – Mid September

Requisites

• The assignment will be carried out by a consultant/agency with the following competencies:
• Demonstrated knowledge, experience, field staff and investigator base in conducting high quality, credible baselines/evaluations in the development sector, taking into respect aspects of gender sensitivity and gender justice
• Demonstrated experience in the area of agriculture, informal labour, human rights and fiscal justice at the national & state level -especially with the contribution of NGO sector
• Familiarity with policy advocacy work and political sensitivities
• Excellent writing and verbal communication skills in local language
• Experience in designing and implementing baseline surveys with particular emphasis on participatory & inclusive methods. Also should include methods that enable meaningful participation of women and other marginalized groups
• Knowledge & use of evaluation ethics processes
• High level of understanding of Oxfam’s approach
