Description
- Winrock International proposes to increase resilience in farming households in Mozambique’s Nacala Corridor by improving the quality of agricultural information, basic practices, and technologies available and applied through the Feed the Future (FTF) Mozambique Resilient Agricultural Markets Activities (RAMA)-Nacala Corridor, implemented through an associate award under the Farmer-to-Farmer (F2F) Leader with Associate
- Winrock will coordinate closely with the United States Agency for International Development’s (USAID) Feed the Future Resilient Agricultural Markets Activities (RAMA)-Beira Corridor program, Feed the Future Partnering for Innovation (PFI), and the Feed the Future Value Chain (INOVA) activities, to align objectives, coordinate activities, and leverage investments; Winrock will draw on our experience scaling climate smart innovations for improved productivity and our international network of volunteer experts
- As the core of its program activities, RAMA-Nacala Corridor selects and supports private and public-sector project partners to identify, pilot, and scale access and adoption of a range of technologies for improving household resilience
- The project uses grant funding and strategic partnerships to support existing networks and value chain stakeholders for dissemination and commercialization of prioritized technologies, through channels that will facilitate sustained long-term scale
- Four technologies have been identified and prioritized for potential partnerships thus far: mechanized land preparation, ripping for compacted soils, inorganic fertilizer blends, and mechanized post-harvest groundnut processing; In addition, RAMA-Nacala Corridor understands that producers need to be active consumers of information and have access to on-demand sources of relevant data and analysis (including extension, market, and climate/weather)
- The program also is working to support delivery of extension and information for resilience through partnerships and facilitate peer learning through an on-demand information ICT platforms
- To support the above work on technology and information access and adoption, RAMA-Nacala Corridor believes that behavior change will be required to create broad-based resilience impact; There is a need for self-reflection and active decision-making
- A behavior change campaign is envisioned around a “brand” or desirable identity - the “Resilient Farming Household” – one who asks questions, seeks knowledge from peers and expert sources, desires to use locally available resources, and makes optimal decisions for his or her family in changing conditions
- The campaign seeks to answer the question, “Who is the resilient farmer?” Developing this household level identity and self-reflection regarding resilience will directly encourage the active utilization of available information and application of appropriate technologies; supporting our partnership work on extending access of the same
- The campaign will explore inclusion of messaging around empowering women to make household decisions that impact resilience, production, and nutrition; The campaign should test social and behavior change communications strategies to raise awareness through radio, social media, short message service (SMS), and targeted community level engagement
- Concurrently, RAMA-Nacala Corridor is developing a Technology Resilience Impact (TRI) assessment metric intended to provide stakeholders, including producers, an objective tool that will allow them to assess technologies’ contribution to household resilience and match technologies with the development, production, and risk mitigation objectives
- The behavior change campaign and the TRI both need to be consultative to build buy-in and ensure relevance to the broader partner and implementer community; In particular, key resilience characteristics must be aligned between the desirable identity and the TRI
Duties
- Develop a detailed strategy around a brand or desirable identity “Resilient Farming Household’ that will result in active decision making with regards to technology adoption and information utilization for increased family and market systems resilience; This will include a definition of behavior objectives and outline targeted messages, mechanisms, BCC monitoring, measurement, and evaluation mechanisms for each
- Utilize a consultative process for developing the campaign and brand to ensure broad-based buy-in and support among key partners and stakeholders
- Outline a comprehensive workplan, methodologies and budget for campaign testing and implementation
- Collaboratively work with TRI development team and technical team to ensure alignment with RAMA-Nacala Corridor priorities, definitions, and work
- Activities:
- The consultant will report to the Chief of Party
- The consultant will deliver a detailed workplan as a first activity; This will be agreed upon and approved prior to additional work on the brand development and campaign strategy development
- Deliverables:
- Detailed workplan for brand development and campaign strategy development
- Desirable brand “Resilient Farming Household” - brand definition
- Comprehensive behavior change campaign strategy with workplan, messages and mechanism matrices, and budget for testing and implementation
Requisites
- 10+ years of experience in designing BCC strategies, messages, tools and materials, media plans, and capacity building plans in rural Mozambique or among similar populations
- Experience with donor-funded projects
- Fluency in Portuguese, spoken and written
- Masters’ Degree in appropriate field
