  • Tetra Tech International Development Services, headquartered in Arlington, VA is currently accepting expressions of interest from qualified Business Development Junior Financial Management Consultant candidates for the Water, Sanitation and Hygiene Finance (WASH-FIN) Mozambique program
  • WASH-FIN is a five-year program financed by the United States Agency for International Development (USAID) implemented as a task order under the Making Cities Work Indefinite Delivery Indefinite Quantity (IDIQ) contract, implemented by Tetra Tech (‘ARD Inc.’ in Mozambique). Its primary objectives are to close financing gaps to achieve universal access to water and sanitation and to increase the potential to reach additional beneficiaries at scale in priority countries
  • The Business Development Junior Financial Management Consultant is to provide a pilot business development capacity building services to a limited number of Mozambican private water providers (FPAs) to enable them to increase their operational efficiency, thereby enabling them to expand to reach more people with improved, reliable and sustainable water supply services. The business development junior financial management consultant will work under the guidance of the business development expert consultant and in coordination with the WASH junior consultant in providing such services through the assignment implementation period
  • The assignment implementation is divided in two main phases: phase 1 - will comprise detailed and complete assessment of assessment of each FPA financial management conditions regarding to financial management assessment, costs management, organizational structure assessment and customer services, with expected four-month duration; and phase 2 - design and implementation of financial management customized capacity building program for each FPA, including their evaluation in an expected period of 12 months
Duties
  • The specific responsibilities of the business development Junior financial management Consultant include, but not limited to the following:
Phase 1
  • Under the guidance of the business development expert and in collaborative approach with the junior WASH consultant, collect required data for final selection of FPAs to undergo technical and financial assessment exercises, which will include: legal status, interest in the program, business establishment period, location, willingness to invest in financial efficiency measures, potential and willingness for expansion, potential and willingness to expand business and willingness to cooperate with consulting team
  • Support the business development expert in collection and revision of existing relevant sector legislation, reports and studies related to FPAs formalization, business requirements and regulation standards and trends as reference to the capacity building in business development
  • Support the business development expert in consultation with key stakeholders, including but not limited to: DNAAS, AURA, FIPAG, AIAS, AFORAMO, SPEED+ project, solar power energy for water systems suppliers, and local authorities, where applicable, on aspects relevant to FPAs business development capacity building
  • Under guidance of business development expert and in a collaborative approach with the WASH junior consultant, conduct the assessment of FPA in areas of interest for efficiency enhancement and business development, namely: financial management systems; costs management, organizational structures, customer service, human resources management and the overall financial sustainability
  • Prepare, in a collaborative approach with the WASH junior consultant, bi-weekly reports to be discussed with the business development expert in progress review meetings addressing advances and challenges faced on ground
  • Participate in bi-weekly progress review meetings with the business development expert, beneficiary FPAS, when applicable and WASH-FIN team to review progress, identify challenges for business development expert and WASH-FIN team guidance, and undertake planning exercise for the following period
  • Prepare in collaboration with the WASH junior consultant minutes of bi-weekly meetings and of other meetings held during assignment implementation within this phase
  • Support the business development expert in preparation of monthly progress review reports, as requested
  • Under the guidance of the Senior Consultant and in a in a collaborative approach with the technical junior consultant, conduct a financial/commercial management assessment for each assigned FPA, including the following components: financial management assessment, costs management, organizational structure management and customer services
  • Support the preparation of the report on assessment of FPA at the end of assessment stage, including their ranking to graduate or not for the following stage (actual business development capacity building
Phase 2: (subject to successfully assessment of phase 1)
  • Under guidance of the business development expert and in coordination with the WASH junior consultant, support the review of sector regulation, reports and other relevant documents to ensure that capacity building plans are designed evolving sector expectations for performance and incorporate efforts to facilitate FPAs’ ability to meet expectations likely to be formalized into regulation
  • Support the preparation of the detailed capacity building plans customized to each graduating FPA covering all technical, financial management and business strategic development aspects found necessary at the FPAs assessment: technical engineering; systems technical adequacy; technical management; maintenance; financial management; costs management, including energy efficiency; and customers service
  • Under the guidance of the business development expert guidance and in a collaborative approach with the junior WASH consultant conduct a sustained, on-the- ground capacity building of the assigned FPAs on helping them to build their capacity in the financial management areas identified in each’s capacity building plan. The provision of capacity building services may be provided directly by the junior consultant alone in some instances, or the junior consultant may be accompanied at times by senior consultants or members of the WASH-FIN team. This may involve travel to the place of operations of each participating FPA – often in peri-urban Maputo, but also to other provinces, including especially Beira corridor provinces;
  • Prepare, in collaboration with the WASH junior consultant, bi-weekly reports to be discussed with the business development expert, beneficiary FPAS, when applicable and WASH-FIN team in progress review meetings addressing advances and challenges faced on ground
  • Prepare in collaboration with the WASH junior consultant minutes of bi-weekly meetings and of other meetings held during assignment implementation within this phase
  • Support the business development expert in preparation of monthly progress review reports, as requested
  • Support the design and hosting a well-structured workshop to facilitate discussions with key- (with potential participation of key-stakeholders such as DNAAS, AURA, AFORAMO, participant FPAs, and licensing local authorities), to evaluate the capacity building programs
  • Support the preparation of the workshop report on evaluation of the program, lessons learnt and recommendations from the relevant stakeholders; and
  • Participate in progress review meetings with the Senior Consultant, peer consultants and WASH-FIN team members as scheduled and prepare minutes of these meetings as requested
Requisites
  • BSc degree in business, economic, accounting or other relevant field
  • Minimum of 3 years of professional experience in financial management
  • Experience in one or more of the following: utilities financial management; small enterprise financial management; and business plans preparation;
  • Experience in design and implementation of capacity building programs in financial management
  • Ability to work and providing capacity building to beneficiaries with limited academic skills
  • Strong analytical skills, with the ability to write well-structured technical reports, technical instructions and guiding notes
  • Strong skills in Microsoft word and Microsoft Excel
  • Ability to undertake and/or manage multiple ongoing activities simultaneously
  • Professional-level command of Portuguese language (spoken and written) and basic knowledge of English
