JSI is recruiting a Capacity Building Strategy Assistant - Consultant (m/f), to be based in Maputo, Mozambique.
Duties
- Provide inputs to the development of the national capacity building strategy for the EPI (Expanded Programme on Immunization)
- As part of assessment activities, implement data collection efforts, including but not limited to: assist in developing the instrument for use in key informant interviews, identifying key informants and stakeholders, logistics of setting up interviews/meetings, documenting relevant notes and/or transcriptions as needed, and conducting desk reviews
- Support the Capacity Building Strategist to adapt immunization competency frameworks to Mozambican context and identify, document, and prioritize capacity building needs (including learning, training, and performance support) of the immunization health workforce at central, provincial, district and health facility levels, in coordination with stakeholders
- Support identification and mapping of relevant current and planned capacity building activities of key health partners to assess alignment and synergies for the capacity building strategy
- Support the Capacity Building Strategist to develop an innovative approach to learning and performance management including effective communication, behaviors and attitudes of health workers and equitable and gender balanced access to learning opportunities, with particular emphasis on responding to the needs of the immunization workforce
- Support as needed the development of accompanying monitoring and evaluation framework to the capacity building strategy, to enable course correction, documentation of successful practices and measurement of performance improvement over time
- Assist as needed with identifying how to leverage local institutions at national and subnational levels that could implement and monitor capacity building activities that will be outlined as per the strategy to be developed
- Draft inputs for the final report/strategy (in English) that summarizes the findings and provides proposed strategy and recommendations for the way forward
Deliverables
- The Capacity Building Strategy Assistant will contribute to:
- Recording of all KIIs; Typed transcription of all KIIs (in original language); Original copies of signed informed consent forms from each interviewee; Relevant documentation collected from informants
- Documentation of prioritized learning and performance management needs of immunization health workforce at central, provincial, district and health facility levels
- Documentation of immunization workforce specific competencies and capacity gaps, in line with WHO standardized competencies framework for the immunization workforce
- A mapping of current and future relevant capacity building activities for health workers of key stakeholders in alignment with MOH eSIp-Saude (Sistema Integrado de Gestão de Recursos Humanos): Sistema de Informação da Formação (SIFO) and Sistema de Informação de Formação Inicial (SIFIN)
- A comprehensive, prioritized costed strategy for capacity building of immunization health workforce at central, provincial, district and health facility levels
- A monitoring and evaluation framework that measures performance of capacity building beneficiaries over time
- Implementation plan of the capacity building strategy of the immunization workforce
- Presentation of the capacity building strategy of the immunization workforce for validation and approval of MOH/EPI and other relevant stakeholders
Requisites
- A Bachelor’s degree in Public Health, Education, Business/Finance, Social Work, International Development or an equivalent field; Master’s degree preferred
- 5-7 years of capacity development experience in the health or development sectors
- Experience planning and conducting key informant interviews and other duties related to qualitative research
- Experience in strategy development for global health organizations and particularly in developing and/or implementing capacity building strategies at (sub)national levels in low-resource health contexts
- Experience implementing and evaluating new learning and performance management approaches, particularly for health professionals
- Ability to take direction from senior staff to carry out assignments; Ability to work collaboratively across teams, under pressure, demonstrating initiative and flexibility
- Experience working with a range of stakeholders from Ministry of Health to partners to frontline health care workers
- Strong understanding of the Mozambican health system
- Experience in immunization and/or Human Centered Design approaches highly desirable
- Experience with Gavi highly desirable
- Professional proficiency in Portuguese and good working command of English
- Exemplary interpersonal communication skills required to interact effectively with senior project leadership and partners
- Ability to travel within country as needed and as can be safely executed
