Care International is recruiting a CASCADE MEAL Coordinator, to be based in Nampula, Mozambique.
Duties
Monitoring, Evaluation and Learning Processes (40%)
- Responsible for developing a performance based Monitoring and Evaluation system for the project with support of the Senior MEAL Advisor, s and baseline consultants, including formulating and selecting SMART indicators based on the existing project documents and the donor requirement
- Operationalizing indicators and developing the necessary tools and methods to collect data against these indicators; maintain updated indicator tracking table for the project
- Train colleagues and partners who will be involved in the collection and interpretation, and analysis of the data
- Support Project Manager with analysis of indicators to determine progress against plans and extent to which objectives are being met and results (both outputs and outcomes) attained
- Support consultants with base line, mid-term and end line assessments, including preparing the TOR, working with procurement to recruit and select the consultant, provides full support to consultants, shares key documents, reviews and comments on reports from consultants, etc…)
- Supports Project Manager to organize and conduct quarterly project reviews with key partners and stakeholders
Documentation and Knowledge Management (30%)
- Responsible for ensuring documentation of key events and processes related to the project, ensuring that staff directly responsible for documenting an activity have the right guidance and tools to do so
- Develop a user-friendly knowledge management and archiving system, allowing CARE colleagues to easily access relevant documents, resources, tools and reports
- Support the project manager to write all required narrative reports for internal and donor reporting, including human interest stories from project participants every quarter and success stories and learning briefs every 6 months
- Develop a database of all training activities conducted by the project, including lists of participants at all levels, in conformity with CARE’s guidance
Staff Supervision and Capacity Building (25%)
- Support partners working in setting up and maintaining an M&E system at their level that will allow them to meet CARE’s M&E requirements
- Train staff in the use of more qualitative M&E methods that will enable them to develop a deeper understanding of the prevailing socio economic situation in communities they work
- Supervise M&E officer, set annual performance objectives, assesses performance, provide on-going coaching and support as needed
- Manage enumerators, data entry workers and other temporary staff hired for research & M&E purposes
- Any other duties as assigned (5%)
Problem Solving
- There are three levels of problem solving: 1) what has to be done and how to do it are clearly defined, and the incumbent will face identical or similar problems on a regular basis; 2) what has to be done is known, but how to do it is not defined. The incumbent must use interpolative skills to pick and choose the right strategy to address a given problem; and 3) why things are done is known, but what has to be done and how to do it are not defined. Situations are variable and the incumbent’s response will involve analysis, problem definition, development of alternatives, and making recommendations. He or she will face and address problems that are typically non-recurring
Requisites
- Bachelor’s degree in social science or another relevant field (development, sociology, anthropology). Specific training in social analysis and research, monitoring and evaluation is an additional advantage
- At least 5 years practical experience with the design and implementation of monitoring and evaluation plans for large complex development and/or humanitarian assistance projects, 3 of which in Mozambique
- Expert level knowledge in M&E with experience in both quantitative as well as qualitative research and M&E methods
- Fluency in written and spoken Portuguese and proficiency in English are required. Ability to communicate in

- Proven experience as trainer and facilitator
- Strong computer literacy skills, including capacity to develop and use Access data bases
- Experience designing and conducting participatory research at community level, using participatory rural appraisal tools
- Experience with the integration of gender in M&E systems
- Familiar with data processing software (CSPro, SPSS, or other) is an advantage
