Save the Children is hiring a Chief of Party, based in Maputo, Mozambique.

Duties
  • Provide technical expertise, quality assurance and support for the child protection aspects of the project (implemented directly or by partners), ensuring they are of high quality with reliable data and oucomes
  • Work closely with government partners to identify priorities and opportunities to strengthen child protection knowledge and capacities
  • Develop and implement a communication strategy to ensure dissemination and adherence to national and international child protection legislation and mechanisms
  • Develop and manage strategic partnerships in relation to project implementation
  • Lead completion of program design through assessments, surveys, baselines and project costing
  • Supervise project planning, implementation, monitoring and evaluation in a manner consistent with Save the Children’s working principles, including budget development and management
  • Lead the preparation of annual work plans and oversee the production of reports and other deliverables
  • Lead/supervise development or identification of capacity-building content related to child protection
  • Assess technical work of staff and partners and support the professional development
  • Ensure representatives and leaders at the national, directorate, and community levels are informed of program progress and best practices
  • Ensure/contribute to the development of monitoring, information management, and reporting systems that provide information for reporting and program improvement
  • Track/document implementation of child protection aspects of the program strategy
  • Visit project activities and partners and coordinate with grants management staff to ensure implementation and spending are on track, good practices identified and shared, and problems identified and resolved
  • Support efficient, accurate, and clear reporting on the program
  • Support field teams to identify innovative interventions and implement and document the best practices
  • Oversee the dissemination of reports related to project activities
  • Ensure that financial systems support Save the Children’s accountability to donors and that financial reports are timely and meet USAID standards
  • Ensure adequate documentation of relevant case studies and best practices related to protection issues and ensure dissemination within country
  • Identify opportunities to increase resources and coverage of project activities through networks and partners, including organizations not directly funded by the project
  • Assess and determine the most effective means of researching target groups and providing the tools necessary for implementation to leaders, child focused CSOs and GBVI implementing partners
Requisites
  • A Honors (Masters) degree in social sciences, such as international development, social work, public policy or other areas directly related to providing services to vulnerable populations, or equivalent experience
  • At least five years of experience in the field of child protection, human rights and/or the protection of vulnerable groups, at least some of which was in a development context; experience in Mozambique is highly desirable
  • At least five years of experience in the field of communication and/or behaviour change approaches through awareness campaigns
  • Experience in program assessment, management and supervision of staff in cross-cultural contexts, and design and evaluation and/or technical training and support
  • Solid experience in capacity building and in strengthening key constituents’ understanding of and response to child protection issues
  • Technical understanding of major child protection strategies and program models
  • Experience in successfully leading/implementing program design, proposal development, grant management and reporting for bilateral donors and private foundations, especially for US Government donors
  • Prior experience leading USAID funded programs preferred
  • Demonstrable experience interventions and preparedness in emergency contexts
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
  • Excellent oral and written communication skills
  • Fluency in English is required and working knowledge of Portuguese is highly desirable
  • Understanding of relevant Mozambican laws, policies and services is ideal
