VillageReach is recruiting a Chief of Party, to be based in Maputo, Mozambique.
Duties
  • Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time
Project (LMSC) Leadership (60%)
  • Lead overall planning, implementation, monitoring, reporting, and management of project performance including management of any sub- partners
  • Lead, coach, develop, and retain a high performing team of senior project coordinators e.g., M & E and Provincial Supply Chain Coordinators
  • Ensure compliance for program deliverables and financial reporting including budget monitoring and management in close collaboration with the Grants & Contracts Associate
  • Work collaboratively with VillageReach Global Technical Team (GTT) for the purpose of drawing from their technical skills to advance program design and implementation
  • Review Supply Chain Program structure and staffing to ensure effective and cost-efficient implementation and program geographic expansion
  • Represent the project at key partnership forums and government platforms
  • Lead the Public-Private sector collaboration in Outsource Distribution (OD) in conjunction with the VillageReach’s Outsource Transport Resource Centre (OTRC) team
Government capacity Building (25%)
  • Develop and lead the implementation of strategies and processes for knowledge capture, skills building transfer and transition of supply chain solutions to government
  • Align the program with government strategies and ongoing supply chain interventions
  • Build government capacity to manage the transition to government
Strategic Direction (15%)
  • Contribute to the vision, strategic direction and management of the current and future programming in order to achieve the objectives and expected outcomes and to help the government meet their projected indicators
  • Set the VillageReach Mozambique strategic vision in supply chain, in line with the overall VillageReach strategy and impact targets, and work with team to develop a roadmap for implementing that strategic vision
  • Lead the Country Office team in positioning VillageReach’s interventions and ensure alignment with CMAM’s strategic plan
  • Provide strategic oversight and development of new opportunities and new programs. Ensure appropriate strategic leadership to major programmatic initiatives
Business Development and Partnership Management (10%)
  • Manage relationships with key national and provincial stakeholders including United States Agency for International Development (USAID), Centre for Disease Control and Prevention (CDC), Central Medical Stores (CMAM), Health Provincial Directorate (SPS), United States Government (USG) technical partners, and others as needed
  • Lead the coordination and strengthening of partnerships with other MOH supply chain partners that enhance VillageReach goals and increase our impact
  • Raise visibility of work done in the supply chain space
  • Prepare business development plans for supply chain-related topics in collaboration with the Country Director
  • Develop proposals and concept notes for possible opportunities

Requisites
  • Education & Experience:
  • Master’s Degree in Public health, supply chain management or related degree with at least 10 years of senior management experience in managing large and complex projects or a Bachelor’s degree in public health, supply chain management or related degree with at least 10 years of experience in managing large, complex projects
  • A track record of measurable success, managing high-paced and challenging programs
  • Experience managing a USAID, PEPFAR or other US government funded program required
  • Demonstrated strong leadership, communications and interpersonal skills
  • Demonstrated capacity to liaise and negotiate with key stakeholders in Government and other organizations
  • Demonstrated ability to perform at a senior policy level
  • Demonstrated ability in both technical and operational program leadership

  • Strong writing and presentation skills (will be asked to provide a writing sample); and

  • Fluency in Portuguese and English; strong oral and written communication skills required

  • Compensation: VillageReach has an established compensation structure that is based on the relevant market and internally transparent. The range for this position is $77,200 to $95,600. We hire people into the established range based on one’s experience and education and considering internal equity. We do not inquire about salary history

This position is not eligible for relocation and candidates must already be qualified to work without the need for sponsorship.
