PSI is recruiting a Collaborating, Learning, and Adapting (CLA) Advisor, to be based in Maputo, Mozambique.
Description
- With support from the Government of Mozambique (GoM) and international donors such as the Royal Netherlands Embassy, DFID, USAID, CIFF, and other private foundations, PSI has worked in Mozambique since 1995. PSI has implemented social marketing and behavior change communications to deliver prevention and treatment products and services across various health areas, including sexual reproductive health, HIV/AIDS, malaria, WASH, and cervical cancer. In Mozambique, PSI is leading the way in enhancing the private sector contribution to the health system and in developing the market for sanitation products in the northern region; supports the ministry of health in data use and quality assurance to boost the capacity of the health system to provide quality and sustainable healthcare; provides technical assistance to government and partners in advancing the self-care movement; steps up the adoption of digital health care solutions that bring care closer to communities
The program has an annual budget of approximately $8 million, five offices in-country, and 100 staff.
- PSI Mozambique has identified the need for a CLA Advisor to improve the use of consumers insights for program adaptation and design, improve external and internal sharing of program learnings, enhance integration of programs initiatives, and promote a stronger learning and adaptation culture within the organization. Ensure the integration of learning and knowledge management approaches/practices into project planning, implementation, and reporting processes through PSI ongoing projects
Position Overview
- The CLA Advisor will work with the Director of Evidence and in collaboration with PSI Mozambique programs to collect, analyze and process both qualitative and quantitative program data, including insights from users, providers, and communities
- The goal of this position is to build the organization’s capacity to use CLA as a continuous process to improve performance and achieve its goals. This includes:
- Improving the quality of program delivery, by recommending adjustments in strategies, activities, and approaches
- Identifying unmet needs, gaps, and barriers that the users face
- Using the information collected and processed inform program design
- Developing lessons learned, best practices, and success stories to inform and inspire others
Duties
- Under the supervision of the Director of Evidence, the CLA Advisor will:
- Develop and implement a comprehensive CLA strategy and plan that aligns with PSI Mozambique's mission and goals and that is extended to the entire portfolio
- Conduct regular field visits to observe program implementation and use the appropriate data gathering techniques to derive meaningful insights from users, providers, and communities
- Facilitate the processing and analysis of program data and insights, through workshops with the program and evidence team, to generate learning, identify needs for adaptation and establish required actions
- Provide technical assistance and capacity building to program teams on using evidence for adaptive management, including integration of CLA practices and approaches in the PSI Mozambique project management cycle
- Identify best practices, success stories, and lessons learned to promote a stronger learning and adaptation culture within the organization
- Develop strategies for collaboration and knowledge-sharing (i.e.: communities of practice, round tables, learning events…), ensuring that PSI Mozambique improves the ability to tell better stories about data and insights

Requisites
- Minimum of 7 (seven) years of experience in data analysis and program evaluation
- Experience with learning and adaptation
- Experience in both qualitative and quantitative data collection and analysis
- Strong skills in data visualization, report writing, and presentation of findings
- Experience in facilitating learning and adaptation processes
- Knowledge of the Mozambican health system and health programs is an advantage
- Strong communication, interpersonal and teamwork skills
- Proficiency in English and Portuguese is required
Description Notes/Assumptions
- Internal RT Flights - Estimated travel for two people to/from Maputo to Nampula and Sofala (Paid by PSI directly to vendors)
- Transfers (home-airport-home) - Transport to/from airports (Paid by PSI directly to vendors)
- Per diem and accommodations (M&I) Lodging - 4 nights for 1 person including lodging and M&I (Paid by PSI directly to vendors)
- The Criteria for evaluation of expression of interest (EoI) are:
- Evaluation criteria = 100 points Points
- Skills, experience, and training of the candidate - 20 Points
- Experience of doing similar fieldwork, data gathering techniques to derive meaningful insights from users, providers, and communities, facilitating the processing and analysis and reporting in the past - 50 Points
- Cost proposal (for proposals that pass the technical evaluation) - 30 Points

- Terms and Conditions:
- The position is a consultancy for a period not exceeding 06 months, conditioned to the good performance of the contracted candidate
